000 TTAA00 KCRW 161849 FFWCRW WVC083-101-170045- BULLETIN - EAS ACTIVATION REQUESTED FLASH FLOOD WARNING NATIONAL WEATHER SERVICE CHARLESTON WV 246 PM EDT THU MAY 16 1996 THE NATIONAL WEATHER SERVICE IN CHARLESTON HAS ISSUED A FLASH FLOOD WARNING EFFECTIVE UNTIL 845 PM EDT FOR PEOPLE IN THE FOLLOWING LOCATION...S... IN NORTHEAST WEST VIRGINIA ...RANDOLPH COUNTY IN SOUTH CENTRAL WEST VIRGINIA ...WEBSTER COUNTY WIDESPREAD RAINFALL AMOUNTS OF 2 TO 3 INCHES IN THE PAST 24 HOURS HAVE CAUSED NUMEROUS STREAMS TO FLOW OUT OF THEIR BANKS. HEAVY RAINS OVERNIGHT HAVE SATURATED THE GROUND AND AS A RESULT STREAMS CONTINUE TO RISE. LEADING CREEK HAS OVERFLOWED ON TO HIGHWAY 219 NORTH OF ELKINS RESULTING IN THE CLOSING OF ONE LANE. OTHER SECONDARY ROADS IN RANDOLPH COUNTY ARE UNDER WATER. COUNTY RT 42 IN WEBSTER COUNTY HAS WATER FLOWING ACROSS IT FROM THE GAULEY RIVER AND RT 26/1 NEAR BERGOO IS ALSO UNDER WATER. A FLASH FLOOD WARNING MEANS THAT FLOODING IS OCCURRING OR IS IMMINENT. MOST FLASH FLOOD DEATHS OCCUR IN AUTOMOBILES. DO NOT ATTEMPT TO CROSS BRIDGES...DIPS...OR LOW SPOTS IF WATER COVERS THE ROADWAY. NEVER TRY TO CROSS A FLOWING STREAM...EVEN A SMALL ONE...ON FOOT. TO ESC`APE RISING WATER MOVE UP TO HIGHER GROUND.
