* Forecast...The river is expected to rise to a crest of 28.5 feet 
  this evening. It will then fall below flood stage early Thursday 
  morning.
* Impact...At 28.0 feet, Minor flooding of lowland near the river is 
  occurring. Water begins to back up into several creeks and streams 
  in the Jackson area.
