What happened

The episode as NWS HNX wrote it up.

A deep fetch of tropical moisture pushed into central California during the late evening of February 3 and spread inland during the morning of February 4 ahead of a strong low pressure center off the Southern California coast. By the time the precipitation had ended by the evening of February 5, much of the Sierra Nevada above 6000 feet had picked up between 1.5 and 3 feet of new snowfall. Moderate to locally heavy rainfall occurred in the San Joaquin Valley, West Side Hills and Sierra as well as across the Kern County Mountains and Deserts where there were several reports of 0.75 to 1.5 inches of rainfall. In addition to the precipitation, strong downslope winds caused considerable damage during on February 4 with several stations reporting gusts exceeding 60 mph.

.DISCUSSION...

A strong atmospheric river has begun to impact the forecast area
and will do so until early Tuesday morning. Much of the
associated heavy precipitation with this system will fall today
and tonight. In the Sierra Nevada above 5,000 feet, heavy
snowfall totaling 4-6 feet will occur alongside high winds,
creating blowing snow and significant travel issues. NBM
guidance shows a 75% chance or higher of high elevation
snowfall of 36 inches or more. HREF guidance shows a 90-100%
chance of wind gusts higher than 55 mph at the highest
elevations of the Sierra Nevada, and localized wind gusts of
more than 60 mph are possible. A Winter Storm Warning has been
issued and is valid until 4am Tuesday morning.

Alongside the snow, there is a chance for excessive rainfall
today throughout the rest of the forecast area. There is a 5-15%
chance of excessive rainfall for most of the Sierra Foothills,
San Joaquin Valley, Kern County Mountains, and the Coastal
Range. There is a 15-40% chance of excessive rainfall in the
Sierra Foothills from northern Tulare County northward. There is
also a chance for excessive rainfall on Monday as well, with
much of the foothills and valley having a 5-15% chance of
excessive rainfall and the Kern County desert having a 15-40%
chance of excessive rainfall. Overall, areas in the San Joaquin
Valley could see 1-2 inches of rain, with areas in the Sierra
Foothills seeing 4-6 inches of rain. A Flood Watch has been
issued for these areas and is valid through 4am Tuesday morning.

Gusty winds will develop throughout the forecast area this
afternoon into this evening. A Wind Advisory has been issued for
the San Joaquin Valley, Coastal Range, and the Sierra Foothills
and is valid through 10pm tonight. Areas such as Merced and
Madera have a 40-50% chance of seeing wind gusts of 55 mph, and
areas such as Porterville and Visalia seeing a 30-40% chance of
wind gusts of 55 mph. In Kern County, near Frazier Park and The
Grapevine, those probabilities of 55 mph wind gusts increase to
80-90% and isolated wind gusts of up to 80 mph are possible. A
High Wind Warning for these areas as well as the Kern County
mountains, Bakersfield, and Tehachapi has been issued, and is
valid through 10pm tonight.
