.DISCUSSION...A SLOW-MOVING LOW PRESSURE SYSTEM HAS SPREAD
PRECIPITATION ALONG AND WEST OF THE CASCADES...AND IS GENERATING
GUSTY SOUTH WINDS IN THE ROGUE AND SHASTA VALLEYS...AS WELL AS
EAST OF THE CASCADES. AIR IS CLEARING ACROSS THE AREA...FROM WEST
TO EAST.

FREEZING TEMPERATURES ARE LINGERING IN GRANTS PASS...THE ILLINOIS
VALLEY...AND HAPPY CAMP...SO WILL CONTINUE THE FREEZING RAIN
ADVISORY AT WSWMFR UNTIL OBSERVED TEMPERATURES WARM SOME MORE.

WINDS HAVE INCREASED SUFFICIENTLY OVER THE SHASTA VALLEY TO
WARRANT AN UPGRADE TO HIGH WIND WARNING THERE. HAVE ADJUSTED WINDS
UP IN THE ROGUE VALLEY...BUT WILL NOT ISSUE WIND ADVISORY HERE AS
OBSERVATIONS SUGGEST THAT MOST OF THE AREA WILL STAY IN THE TEENS
WITH GUSTS IN THE 30S (MPH). WINDS WILL CONTINUE TO INCREASE
ACROSS THE EAST SIDE TODAY.

LIGHT TO MODERATE PRECIPITATION CAN BE EXPECTED TODAY IN MOST
PLACES. SNOW LEVELS SHOULD REMAIN AROUND 4000 FEET OR HIGHER
THROUGH THE BRUNT OF THE PRECIPITATION...WHICH SHOULD DIMINISH
OVERNIGHT AS THE UPPER TROUGH SCOOTS EASTWARD. THURSDAY STILL
LOOKS MOSTLY DRY.

.AVIATION...A FRONTAL BOUNDARY WILL BE MOVING INTO AND ACROSS THE AREA DURING
THE DAY. MVFR CEILINGS SHOULD CONTINUE ACROSS MUCH OF THE WEST SIDE
TODAY...INCLUDING THE COAST...WITH WIDESPREAD SIGNIFICANT
TURBULENCE OVER INLAND HIGHER TERRAIN...THE ROGUE AND SHASTA VALLEY...AND
MOST OF THE EAST SIDE DUE TO STRONG SOUTHERLY FLOW. SOME FREEZING
RAIN IS STILL POSSIBLE THIS MORNING IN THE GRANTS PASS AND
ILLINOIS VALLEY...AS WELL AS IN DEEPER VALLEYS OF WESTERN SISKIYOU
COUNTY WEST OF THE SHASTA VALLEY ON WEDNESDAY MORNING. SNOW IS
EXPECTED ABOVE ABOUT 4000 FEET, SPREADING ONTO THE EAST SIDE IN
THE EVENING. LASTLY...MOUNTAIN OBSCURATION WILL SPREAD FROM WEST
TO EAST TODAY...REACHING EAST OF THE CASCADES THIS AFTERNOON.

DISCUSSION...THE CHANGE TO A WARMER...WETTER PATTERN IS UNDERWAY
AS EXTENSIVE CLOUD COVER IS KEEPING TEMPS ABOVE FREEZING FOR MUCH
OF THE WEST SIDE THIS MORNING. THE NOTABLE EXCEPTION IS THE
VALLEYS OF JOSEPHINE AND WESTERN SISKIYOU COUNTY...WHERE
TEMPERATURES HAVE FALLEN INTO THE UPPER 20S. RIDGE WINDS ARE
STRONG IN THIS AREA...WITH ONION MOUNTAIN GUSTING TO 35.
HOWEVER...THESE WINDS WILL REMAIN DECOUPLED AND RIDE OVER THE
INVERSION UNTIL MID TO LATE MORNING...AND WITH SNOW LEVEL WELL
HIGH ENOUGH TO MELT THE PRECIP BEFORE ITS DROPS INTO THE INVERSION
AND ONTO COLD SURFACES IN AREAS IN THE 20S. MODELS ARE INDICATING
LESS THAN A TENTH OF AN INCH BEFORE MIXING WARMS THE
LAYER...RESULTING IN LIGHT ACCUMULATIONS. CURRENT ROAD SURFACE
TEMPERATURE AT O'BRIEN IS 32 DEGREES...INDICATING A POSSIBILITY OF
ACCUMULATIONS ON ROAD SURFACES BEYOND BRIDGES AND OVERPASSES.
ACCUMULATIONS ARE NOT EXPECTED TO BE ENOUGH TO CAUSE MORE THAN
ISOLATED TREE BRANCH AND POWER LINE BREAKAGES. THE WARMING AND
INCREASE IN RAINFALL RATES SHOULD MELT ANY ICE OFF QUICKLY LATE
MORNING. A BRIEF BREAK IN THE ACTION BRINGS WEST SIDE VALLEY FOG
AGAIN THURSDAY MORNING. THE NEXT SYSTEM MOVES INTO THE REGION
THURSDAY NIGHT WITH INCREASED SOUTHERLY FLOW RAISING SNOW LEVELS
WELL ABOVE MOST PASS LEVELS WITH MODERATE PRECIPITATION BRINGING
ANOTHER LAYER OF SNOW TO THE HIGHER ELEVATIONS.
