.SYNOPSIS...
A strong area of low pressure will develop along the Mid-
Atlantic coast and track northeastward tonight, passing by Cape
Cod on Thursday, and then remain nearly stationary through
Friday. For Sunday into Monday, high pressure in place across
southern Canada noses down into the Mid Atlantic region. A warm
front may move into the area early next week.

.NEAR TERM /UNTIL 6 AM THURSDAY MORNING/...
While a strong closed upper-low continues to spin over an
occluded surface low near southern Lake Michigan, a new surface
low is spinning up over eastern Virginia this afternoon, and
that will head toward Delaware Bay this evening while lifting a
warm front northward just ahead of it. That low will then head
toward southeast New England by dawn on Thursday morning,
followed by the upper-low and weakening occluded low drifting
east toward the Appalachians.

Wednesday has turned out to be another rainy day, with periods
of rain mainly driven by a combination of strong isentropic lift
to the north of the surface warm front, along with diffluent
flow and mid-level vorticity advection aloft. Some elevated
instability has resulted in some embedded thunderstorms mainly
across southeast PA this afternoon. As the low and warm front
approaches we have seen the precipitation turn more showery, but
will see additional rounds of showers and thunderstorms through
early evening, at least until the low begins to pass through.

One of the greater concerns this evening will be the potential
for surface-based thunderstorms as the warm front possibly lifts
up to around a Dover to Cape May line (though colder Atlantic
waters may have something to say about that around Cape May). A
Tornado Watch is in effect through 7 PM for south/central
portions of the Delmarva. Near and south of the warm front, RAP
analysis suggests 0-1KM SRH values of 250-350 m2/s2, and 50-70
kt of effective bulk shear. Instability is lacking, with only
500 j/kg or so of mixed layer CAPE, but given the amount of
forcing and shear, there is a possibility of supercells, which
we have seen threatening eastern Virgina. Fog and low clouds
still exist this afternoon across the Delmarva and the lack of
instability may ultimately limit the tornado threat, but it is
close enough so that the watch is certainly warranted. Farther
north, elevated storms may be capable of hail, though given the
limited CAPE, large hail may be tough, but with shear and strong
forcing, not impossible. In any case, the threat for storms will
peak through 6 PM or so, then diminish through 8 PM, though some
showers will linger tonight mainly north of Allentown and
Trenton.

Easterly winds ahead of the approaching low have been another
issue. After rain passed through earlier, gusty winds of
locally 40 to 50 mph have occurred mainly across the hills of
eastern PA. These have been localized and sporadic enough so
that we opted to cover with SPS statements rather than with an
advisory, and these winds are diminishing from south to north
this evening. Meanwhile along the coast, where advisories (and a
high wind warning for Monmouth County) are in effect, winds
have been slower to arrive, but will peak through early evening.
Winds will diminish tonight as the low passes by.

.SHORT TERM /6 AM THURSDAY MORNING THROUGH SATURDAY/...
As we go into Thursday, low pressure will be moving into the
northeast states, while a second will be moving out of the Great
Lakes region. The second low will eventually be absorbed by the low
across the northeastern states later in the day Thursday into
Thursday night. Meanwhile, the mid-level low will drift across the
area through the day as well, which will bring cold air aloft into
the region. With the westerly flow across the area, along with the
weakening surface low and the cold mid-level low, low-mid level
lapse rates will increase significantly across the area. This will
combine with enhanced moisture to lead to not only rain showers
across the area, but there will be graupel/hail showers across much
of the area as well. There will also be a chance for some
thunder/lightning to occur with some of these showers during the day
as well. Any showers that develop during the day will begin to
diminish through the evening and overnight.

For Friday through Friday night, the low pressure will remain near
the northeast states, with a steady northwest flow across the area.
By Saturday and Saturday night, the low will begin shifting offshore
and out to sea. As the mid-level low pinwheels to our northeast as
well, multiple short wave/vorticity impulses will move across the
area, which will combine with some enhanced moisture across the area
and lead a chance of showers Friday into Saturday. Low-mid level
lapse rates will become steep again Friday afternoon, and with cold
temperatures aloft, there could once again be another round of
possible graupel/hail showers.  We will keep this out of the
forecast for now, but we may need to update the forecast and put
this in if Thursday pans out. For Saturday, it looks like the
graupel/sleet chances are less likely due to weaker lapse rates.

There will also be a chance of snow showers across the higher
elevations of northeast Pennsylvania and northwest New Jersey
through the period, especially at night as temperatures cool. We
expect mostly an inch or less across much of the area.

.LONG TERM /SATURDAY NIGHT THROUGH WEDNESDAY/...
By Sunday, the low pressure that has been lingering across the
northeast states will be moving out to sea, while high pressure in
place across southern Canada noses down into the Mid Atlantic
region. The high may continue into Monday before splitting, with the
southern portion moving to our south as a warm front moves into the
area Tuesday into Wednesday. Dry weather is expected for Sunday
into Monday. However, as this warm front lifts into the region
and multiple short wave/vorticity impulses move into the area,
there will be increasing chances for precipitation Tuesday into
Wednesday.

.AVIATION /19Z WEDNESDAY THROUGH MONDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.

Tonight...IFR or lower MVFR ceilings along with IFR VSBY through
00Z in showers with some heavier downpours and occasional
thunderstorms possible, especially through 22-23Z from around
PHL to TTN southeastward. Rain will taper off from south to
north 00Z to 03Z, as low pressure passes by. Easterly winds
15-25 G 30 kt will diminish and back quickly to NE and NW during
that time as well. Ceilings may gradually improve toward
morning, at least more into the MVFR category, if not VFR.

Thursday...Scattered showers, some with graupel (or small hail)
will be possible mainly midday/afternoon on Thursday, with MVFR
ceilings. Westerly winds 10-20 kt.

Outlook...

Thursday night...Sub-VFR conditions may develop overnight across the
area. Showers during the evening will diminish overnight. West to
northwest winds 5-10 knots. Moderate confidence.

Friday-Saturday...Generally VFR. Scattered showers possible each
day. West to northwest winds 10-15 knots with gusts 20-30 knots
during the day. Moderate confidence.

Sunday-Sunday night...VFR conditions expected. North to northwest
winds 10-15 knots with gusts 15-20 knots during the day, diminishing
to 5-10 knots or less overnight. Moderate confidence.

Monday...VFR conditions expected. West to northwest winds 5-10
knots, becoming southwest overnight. Moderate confidence.

.MARINE...
A Storm Warning remains in effect off the Monmouth Coast through
10 PM this evening, while a Gale Warning is in effect off the
Ocean County Coast until 8 PM. Easterly winds will peak there
through early evening, then diminish later this evening, so
those warnings will be replaced by Small Craft Advisories later
tonight. Seas of 8 to 11 ft will gradually come down later
tonight into Thursday, but will remain above 5 ft for awhile
longer after the winds shift to westerly tonight, so that
advisories will need to be continued. Additionally, fog near and
north of a warm front has resulted in visibility of 1 to 2 SM,
or locally less, so a Marine Dense Fog Advisory is in effect
through this evening from Brigantine southward.

Outlook...

Thursday night-Saturday night...Small Craft Advisory conditions
possible for much of the coastal waters during the late week into
early to middle part of the weekend period.

Sunday-Monday...Conditions expected to remain below advisory levels
into early next week.

.HYDROLOGY...
A Flood Watch is in effect for northern Delaware, all of our
Pennsylvania zones, and for our urban/I-95 corridor New Jersey
zones from through 6 PM Thursday.

Additional rainfall amounts of 1.0 to 3.0 inches are occurring
through this evening within the Flood Watch. There will be
times through early this evening when rainfall rates may
briefly exceed an inch per hour. Many areal flood warnings are
in effect with smaller river and stream flooding occurring, and
we have a slew of river forecast points also forecast to go into
MINOR flood, like along the Schuylkill, Rancocas, Raritan and
Passaic Rivers. The Passaic at Pine Brook and the Millstone at
Blackwells Mills may reach MODERATE flood stage Thursday.

If you live in an area that is conducive to flooding, this is
the time to prepare.

We attach words like MINOR and MODERATE to river flooding. What
do these words mean?

MINOR FLOODING: Minimal to no property damage, but some public
threat can be expected (e.g. inundation of roads).

MODERATE FLOODING: Some inundation of and roads near
streams/rivers are expected. Evacuations of people and/or the
transfer of property to higher elevations can be anticipated.

MAJOR FLOODING: Extensive inundation of structures and roads.
Evacuations of people are on a larger scale. The transfer of
property to higher elevations is needed.

.TIDES/COASTAL FLOODING...
The Coastal Flood Advisory has been extended to cover the
evening high tide in all zones where it remains in effect
(southern NJ/DE Atlantic Coast and Delaware Bay shores). The
Coastal Flood Warning for Middlesex, Monmouth, Ocean, and
southeastern Burlington counties remains in effect as inherited
through Thursday morning. Some road closures, beach erosion, and
breaching of sand dunes can be expected in these areas.
Additionally we had some 'surprise' minor flooding along the
tidal Delaware River with the high tide this morning. An
Advisory will continue for that area for Thursday morning's
high tide.

Strong onshore flow is expected to occur through much of
today, with this lasting the longest and being the strongest
across the northern New Jersey coastal areas. This will pile the
water toward the coast with surge values increasing to around 2
to 5 feet, and this becomes maximized for the northern New
Jersey coast. We are between the full/new moon cycles and
therefore the astronomical contribution is lower and the peak
surge occurring near low tide on the Atlantic coast should limit
the potential for major flooding. Elsewhere, another round of
widespread minor coastal flooding is forecast with the late
tonight and early Thursday morning high tide.

No widespread minor flooding is anticipated for the Maryland
Eastern Shore at this time.

At 701 PM EDT, Doppler radar was tracking a strong thunderstorm over
Egg Harbor City, or 13 miles northwest of Atlantic City, moving
northeast at 55 mph.

HAZARD...Half inch hail.

IMPACT...Minor damage to outdoor objects is possible.

Egg Harbor City, Tuckerton, Port Republic, Pomona, Wading River,
Warren Grove, Bass River State Forest, Batsto, New Gretna, Penn State
