.SYNOPSIS...
A strong low pressure system will remain in the Great Lakes
region today, while a secondary low develops across the Mid-
Atlantic area. This new low will continue to strengthen as it
moves away slowly Thursday and Friday. High pressure should then
start to build into our area late Saturday through Monday.

&&

.NEAR TERM /THROUGH TONIGHT/...
A strong surface low pressure in the central Great Lakes region
has undergone occlusion and it will remain there today and then
gradually weaken through tonight. A secondary low develops in
the vicinity of Virginia and then tracks east- northeast across
Delmarva later in the day then across southern New Jersey early
this evening.

Strong warm air advection/isentropic lift and elevated
instability will continue to support periods of rain today some
of which will be heavy at times. Our Delmarva zones especially
will probably have a greater chance for breaks in the rain and
more showery conditions. The model forecast soundings continue
to show a warm front aloft which is contributing to the elevated
instability. The surface warm front is still down across eastern
Virginia. However, as the secondary low develops and tracks
northeastward, the warm front will lift rather quickly northward
through midday and this afternoon. The track of the secondary
low will be key in determining where the surface warm front gets
and the associated warm sector. It appears that the air mass
will warm some this afternoon across portions of our Delmarva
zones and perhaps into southern New Jersey, as the latest and
best analyzed hi-res model guidance suggest the warm front makes
it to around a Dover to Cape May line. North and west of the
surface low track and north of the warm front will remain much
cooler. South of the warm front, temperatures should get into
the 60s across southern Delaware and parts of the Maryland
Eastern Shore.

Along and south of the surface low track is where the greatest
potential is for a period of surface-based instability becoming
realized later today. Some model forecast soundings suggest this
occurs later this afternoon and early this evening across
mainly southern Delaware. It is also within this fairly narrow
warm sector where the shear will be maximized and therefore a
higher risk for some severe thunderstorms. Locally damaging
winds will be possible along with some hail, however given the
magnitude of the shear a tornado cannot be ruled out. The
greatest risk for a supercell capable of producing damaging
winds and/or a tornado will be if it can become surface-based.
Some thunder is quite possible across the entire area through
the afternoon into early this evening as continued elevated
instability is realized and forcing for ascent increases.
Increased precipitable water and a convective contribution will
result in times of higher rainfall rates.

As the secondary low develops and strengthens while it
gradually moves northeastward, the pressure gradient ahead of it
tightens more through the day. This will result in gusty
northeast or east winds ahead of the surface low, however there
is a fairly narrow corridor of enhanced winds mainly for the
northern New Jersey coastal areas. A period of wind gusts to 60
mph look probable over at least portions of Monmouth County
along the coast and the Raritan Bay, with a High Wind Warning in
effect. The neighboring zones (Middlesex and Ocean counties)
should see wind gusts up to 50 mph and we have a Wind Advisory
in effect here. Elsewhere across the region, winds gusts to look
to be 30-40 mph although the higher elevations could be a a bit
higher at times. The winds will diminish quite a bit as the
surface low works its way up across parts of our region later
this afternoon and this evening.

As the system moves northeastward and away from our area later
tonight, lingering rain looks to change to some snow across the
southern Poconos into far northwest New Jersey. The bulk of the
precipitation may be starting to end however as this changeover
to snow occurs. There could also be some sleet and/or freezing
in this transition, however this is low confidence.
Accumulations should be limited and be confined to the higher
elevation areas such as the Pocono Plateau.

.SHORT TERM /THURSDAY THROUGH FRIDAY NIGHT/...
Conditions will be relatively tranquil by early Thursday morning
as the weakening primary low will be to our northwest and the
strengthening secondary to our northeast, providing a lull in
both precip and wind. This won't last, however, as the weakening
primary low heads southeastward into the area accompanied by the
upper low as the day progresses. Thus, any breaks of sun likely
are transient and showers will start developing by noon or
shortly thereafter. With chilly temps aloft and strong April
solar heating, expect at least some isolated if not scattered
thunderstorms in the mix, and while not severe, the probability
of small hail/graupel with any storms (or even the stronger
showers) looks quite high. Thus, have inserted this mention into
the forecast. Temps on Thursday actually turn a bit milder
across much of the region as the low-level marine layer finally
gets shipped out by the northwest winds and temps should manage
to rise into at least the low 50s for most. The exception will
be locales in the Delmarva where 60s are expected today...these
areas will be noticeably cooler on Thursday.

The remnant surface low strings out into a trough as the upper
low tries to catch up to the secondary low which will be to our
northeast. Combined with forcing from the convection in the
afternoon, and some guidance suggests a concentrated band of
precip could develop somewhere in the region Thursday evening
before dissipating later at night. Right now this looks likely
to occur somewhere in the Philly/New Brunswick/Allentown
triangle but uncertainty is high this far out. Should an intense
band of precip form and linger, its possible, as suggested by
the NAM, that colder air aloft could be brought down to the
surface and we could end up with a change to snow for some
before precip tapers off. Extremely high uncertainty here, but
not impossible. However, given the aforementioned, kept snow
generally out of the forecast for now. Lows otherwise will be in
the 30s to near 40 for most, except upper 20s on the Pocono
Plateau.

Friday will feature plenty of clouds as the upper trough lingers
nearby, but the significant upper forcing will have exited the
region to the east and northeast. Thus, expect mostly dry
conditions with perhaps a few stray sprinkles/light showers,
flurries/snow showers in the Poconos. Highs will drop slightly
compared to Thursday, mostly upper 40s to lower 50s.

Clouds linger Friday night but otherwise, mostly dry. Lows
mostly in the 30s.

.LONG TERM /SATURDAY THROUGH TUESDAY/...
System will gradually pull away Saturday and Sunday, with high
pressure looking most dominant by Monday. This will result in a
slow clearing and warming trend. Saturday will remain cool with
just a degree or two of gain, and still perhaps a lot of clouds
and a stray sprinkle/shower around. By Sunday however, sunshine
prevails and highs rise 5-10 degrees over Saturday. Another 5-10
degree rise Monday will place most of the region in the 60s for
the astronomical event expected that afternoon. Right now we
still look more likely to avoid a lot of clouds but will need to
watch progress of next weakening system. Right now it appears it
dies out before reaching us and we'll warm up even more for
Tuesday, with any lingering clouds breaking for sun and highs
gaining a couple more degrees. Lows through the weekend will be
in the 30s for the most part, but 40s by Monday night.

.AVIATION /15Z WEDNESDAY THROUGH SUNDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG,
KILG, KMIV, KACY and surrounding areas.

Today...Mainly IFR conditions with periods of rain. There will
be some thunderstorms around, especially around 19-23Z, so have
included a TEMPO group in most of the TAF sites to cover that,
but will refine as any thunderstorms try to lift northward.
East or northeast winds 15-25 knots with gusts 25-35 knots, with
the higher numbers more toward coastal and northern/eastern NJ.
Winds may become southeasterly at KACY and KMIV later today and
early this evening. Low confidence.

Tonight...Mostly IFR conditions with periods of rain with some
thunderstorms possible early evening until around 00Z or so,
then conditions should improve some overnight with showers
diminishing. Winds becoming north to northwest and easing to
10-20 kt this evening as the low pressure area passes by. Low
confidence.

Outlook...

Thursday through Saturday...Generally VFR, with some showers
mainly Thursday/Thursday night. A thunderstorm with small hail
also possible Thursday/Thursday night. Conditions may
periodically lower to MVFR, especially when showers occur.
Northwest winds 15-20 knots with gusts up to 30 knots. Low
confidence.

Sunday...Generally VFR. Northwest winds 5-10 knots, with gusts
around 15 knots.

.MARINE...
Northeast to east winds increase more today with this becoming
maximized across the northern New Jersey Atlantic coastal
waters. There is a Storm Warning and Gale Warning in effect as a
result. Elsewhere, a Small Craft Advisory is in effect. Have
extended that across our ocean zones through 11 AM Thursday due
to lingering seas of at least 5-8 feet through that time. That
will need to be in place beyond Thursday midday for the northern
NJ ocean zones as well once the Gale and Storm Warnings drop.
Seas will continue to build especially across the northern
waters until then. This winds diminish later this afternoon and
especially tonight from south to north as a deepening storm
pulls away to our northeast.

Outlook...

Thursday through Sunday...Small Craft Advisory conditions
likely Thursday into Friday with seas near 5 feet and gusts near
20-25 kts. No marine headlines anticipated over the weekend.
Scattered showers and thunderstorms expected Thursday
afternoon/evening. Fair weather Friday-Sunday.

.HYDROLOGY...
A Flood Watch is in effect for northern Delaware, all of our
Pennsylvania zones, and for our urban/I-95 corridor New Jersey
zones from through 6 PM Thursday.

Additional rainfall amounts of 1.0 to 3.0 inches are expected
within the Flood Watch. There will be times today into early
tonight when rainfall rates reach or exceed an inch per hour. It
is especially during those times when local flash flooding will
be possible. The latest hydrologic simulations have about two
dozen of our river forecast points approaching flood stage, with
several points exceeding flood stage.

If you live in an area that is conducive to flooding, this is
the time to prepare.

We attach words like MINOR and MODERATE to river flooding. What
do these words mean?

MINOR FLOODING: Minimal to no property damage, but some public
threat can be expected (e.g. inundation of roads).

MODERATE FLOODING: Some inundation of and roads near
streams/rivers are expected. Evacuations of people and/or the
transfer of property to higher elevations can be anticipated.

MAJOR FLOODING: Extensive inundation of structures and roads.
Evacuations of people are on a larger scale. The transfer of
property to higher elevations is needed.

.TIDES/COASTAL FLOODING...
The Coastal Flood Advisory has been extended to cover the
evening high tide in all zones where it remains in effect
(southern NJ/DE Atlantic Coast and Delaware Bay shores). The
Coastal Flood Warning for Middlesex, Monmouth, Ocean, and
southeastern Burlington counties remains in effect as inherited
through Thursday morning. Some road closures, beach erosion, and
breaching of sand dunes can be expected in these areas.
Additionally we had some 'surprise' minor flooding along the
tidal Delaware River with the high tide this mornign. Another
advisory will be needed there as well for Thursday morning's
high tide.

Strong onshore flow is expected to occur through much of
today, with this lasting the longest and being the strongest
across the northern New Jersey coastal areas. This will pile the
water toward the coast with surge values increasing to around 2
to 5 feet, and this becomes maximized for the northern New
Jersey coast. We are between the full/new moon cycles and
therefore the astronomical contribution is lower and the peak
surge occurring near low tide on the Atlantic coast should limit
the potential for major flooding. Elsewhere, another round of
widespread minor coastal flooding is forecast with the late
tonight and early Thursday morning high tide.

No widespread minor flooding is anticipated for the Maryland
Eastern Shore at this time.

...Occasional Strong Wind Gusts through Mid-Afternoon...

Isolated strong easterly wind gusts near 40 to 50 mph have
developed this afternoon, as strong low pressure begins to
approach from the south. The higher gusts are mainly restricted to
higher exposed terrain above 400 ft elevation. These wind gusts
may result in some isolated instances of tree damage or power
outages, due in part to the combination of heavier rainfall
putting extra stress on trees. Use caution and take shelter
indoors if sudden strong wind gusts develop in your area. Winds
will ease heading into this evening as the low pressure center
approaches, from south to north.

...Strong thunderstorms will impact portions of Talbot, western Queen
Anne's and western Kent Counties through 345 PM EDT...

At 319 PM EDT, Doppler radar was tracking strong thunderstorms along
a line extending from Lake Shore to near Severn River to near
Tilghman Island. Movement was east at 45 mph. A mesonet station
recently recorded a 39 mph wind gust on the western shore near
Curtis Point.

HAZARD...Wind gusts up to 40 mph and pea size hail.

SOURCE...Radar indicated.

IMPACT...Gusty winds could knock down tree limbs and blow around
         unsecured objects. Minor damage to outdoor objects is
         possible.

Locations impacted include...
Easton, Centerville, Talbot, Chestertown, Centreville, Romancoke,
Rock Hall, St. Michaels, Oxford, Old Town, Grasonville, Starr,
Copperville, Newtown, Tilghman Island, Stevensville, Skipton,
Langford, Chester, and Wye Mills.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

If outdoors, consider seeking shelter inside a building.

Torrential rainfall is also occurring with these storms and may lead
to localized flooding. Do not drive your vehicle through flooded
roadways.

A Tornado Watch remains in effect until 700 PM EDT for eastern and
northeastern Maryland.
