The National Weather Service in Juneau has issued a

* Flash Flood Watch including the following area, Cape Decision to 
  Salisbury Sound Coastal Area. This includes the cities of Sitka 
  and Port Alexander.

* From late tonight through Saturday morning.

* A very strong and moist weather system will affect the Sitka area 
  from late tonight through Saturday morning. This storm will 
  produce 48 hour rain amounts ranging from 3 to 5 inches with 
  possible localized higher amounts. 3 hour rainfall rates will 
  range from 0.2 to 0.4 of an inch through Friday afternoon with 3 
  hour rain rates increasing Friday evening to three quarters of an 
  inch. Antecedent soil mositure values are similar to last October 
  which produced landslides in the Sitka area.

* Associated with the moderate to heavy rainfall, high winds will 
  increase the risk of isolated landslides in prone areas late 
  Friday afternoon into Friday night. There will be sharp rises on 
  small streams through Friday with potential flooding by Friday 
  night.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

...FLOOD WATCH IS CANCELLED...

The Flood Watch including the following areas, Eastern Chichagof 
Island, Glacier Bay and Juneau Borough and Northern Admiralty Island 
has been cancelled. Gauge data has indicated that rivers and streams 
in the watch area have crested and rainfall rates have diminished. 
Showers will continue over the area but sustained heavy rainfall is 
not expected. River and stream levels are expected to continue to 
subside.

Southeast Alaska Forecast Discussion

.SHORT TERM.../Through Friday night/...From the overnight, an
area of low pressure has been quickly passing over the far
southern panhandle. As it passed by, it brought some rain to parts
of the panhandle and the wind wasn’t too bad with most land
surface observations at 10 mph or less. Winds in the north/south
oriented inner channels have been around 10 to 20 mph.

Going forward, a band of showers will pass over the panhandle
today so light rain continues to be in the forecast. Tonight into
Friday, a pair of low pressures with associated fronts will
enhance the rain so moderate to heavy rain is expected in the
panhandle tonight through Friday night. Rain amounts of 1 to 3
inches are possible on just Friday and Friday night alone.

In addition to the showers, the wind will be the major factor in
this short term forecast. A High Wind Watch is already in effect
for most of the panhandle from the Icy Strait corridor south to
POW island and Ketchikan. And based on some data from the
overnight, the watch may need to be extended to Gustavus and
Skagway. The watch is currently set to go into effect Friday
afternoon and will expire Saturday morning.

The front that will bring showers today will bring winds up late
today and tonight. By this evening, wind speeds in the inner
channels waters will be upwards of 20 knots, open water winds
speeds will be 20 to 30 knots. Land winds will be around 10 to 20
mph. Winds will continue to increase during the overnight as the
front pushes inland. By late tonight/early Friday morning, inner
channel and open water wind speeds will be upwards of 20 to 35
knots. Land winds will be around 15 to 25 mph.

The real wind maker will move into the gulf late Friday as a
strong storm force low pressure system. As the low moves northward
Friday afternoon, wind speeds in the open and coastal waters
could reach near 60 knots with gusts near 80 knots. Inner channel
winds could reach 30 to 40 knots Friday night and Saturday
morning.

Confidence is still increasing in this widespread high wind event
across Southeast Alaska. An eventual wind shift is likely from
the SE to SW which could bring down weakened trees and power
lines. There is still uncertainty as to when the strongest winds
will occur. At this time, the strongest winds for the coast will
likely be Friday night with the strongest winds inland, sometime
Saturday morning. Changes in speed and track of the storm could
alter the timing and location of the highest winds.

.LONG TERM.../ Saturday to Thursday as of 9 pm Wednesday / Weather
Saturday starts to wind down as the remains of the powerful
system from Friday and Friday night fills moves into the northern
panhandle and the second wrap portion of the front gets pulled
into the panhandle as well. Onshore flow about a low stalled over
the northern gulf should keep showers ongoing into Sunday. A
minor pattern shift starts Sunday with a ridging over the far west
gulf and into Southwest Alaska, while further west over the
Bering is another front pushing to the western part of the state.

Ridge moves east to the central gulf and panhandle Monday to
early Tuesday, and the showers which will have been slowly
becoming more scattered should end with the ridge pushing into the
norther gulf area.

A wrinkle in the drier pattern is that models are hinting that a
new low will move into the southern BC region and is likely to
push moisture and showers north along the coast towards the
southern panhandle into Wednesday so there could be a little
precipitation for the southern panhandle Wednesday.

Temperatures are anticipated to run a few degrees blow normal for
the end of September and early October. With highs near 50 and
lows in the mid to upper 30s. The early part of next with more
breaks in sky cover have temps to the lower 30s, and may need to
nudge the temps down to sub freezing for overnight lows for the
northern half.

...POWERFUL STORM TO IMPACT SOUTHEAST ALASKA FRIDAY AND SATURDAY...

A powerful fall storm is poised to impact Southeast Alaska late
Friday into Saturday morning. The storm will bring heavy rainfall,
high seas to marine waters, and high winds across the entire
region.

Showers increase Thursday afternoon into Friday with breezy
conditions developing across the region Thursday night. As the
storm enters the Gulf of Alaska late Friday, the risk of high
winds with gusts possibly up to 70 mph reaches the coast.
Winds should spread inland through Saturday morning. High wind
watches have been posted where confidence is higher. Confidence is
not as high for Gustavus, Haines, and Skagway. But depending on
the track and strength of the system, the risk of high winds may
need to expand to these locations.

Heavy rain begins across the area Thursday night and persists for
the region through Saturday. From Thursday night through Saturday
afternoon, 48-hour rainfall totals are expected to fall between 3
and 6 inches.

Aside from high winds, high seas, and heavy rainfall, there is
