  The Polecat Creek near Sapulpa
* from late tonight to Friday morning, or until the warning is 
  cancelled.
* Flood stage is 21.0 feet.
* Forecast...The river is forecast to crest near 27.6 
  feet early Thursday afternoon. Additional heavy rainfall
  may cause the river to go higher or stay above flood stage longer
  than currently forecast. Continue to monitor the latest forecasts.
* Impact...At 28.0 feet, severe flooding affects pasturelands, oil 
  fields, and county roads between Sapulpa and Jenks. Barns and 
  oilfield storage tanks may be flooded. Suburban homes will have 
  water in yards.

* Forecast...The Illinois River near Tahlequah is expected to rise 
  above flood stage Friday afternoon and continue to rise to near 
  11.1 feet by Friday evening. The river is expected to fall below 
  flood stage Saturday before dawn. However, additional heavy rainfall
  may cause the river to go higher or stay above flood stage longer
  than currently forecast. Continue to monitor the latest forecasts.
* Impact...At 11.0 feet, minor flooding occurs from Chewey Bridge 
  downstream towards Tahlequah. Floating the river is too hazardous 
  due to strong turbulence.

* Forecast...The Arkansas River near Muskogee is expected to rise 
  above flood stage early Thursday afternoon and continue to rise to 
  near 30.8 feet by Friday before dawn. The river is expected to 
  fall below flood stage Saturday before dawn. However, additional heavy
  rainfall may cause the river to go higher or stay above flood stage longer
  than currently forecast. Continue to monitor the latest forecasts.
* Impact...At 31.0 feet, a boating marina north of the OG&E power 
  plant is flooded. Areas on the grounds of the OG&E power plant may 
  be threatened. Some agricultural lands are flooded.

SPEED AND DIRECTIONAL WIND SHEAR ASSOCIATED WITH THE TIGHT
CIRCULATION OF BILL MAY SPAWN SOME SHORT LIVED TORNADOES WITH
A FEW OF THE STRONGER THUNDERSTORM CELLS. SOUTHEAST OKLAHOMA
AND WEST CENTRAL ARKANSAS WILL THE PRIMARY AREAS OF CONCERN.

SEVERE POTENTIAL FROM THE REMNANTS OF TROPICAL SYSTEM BILL WILL
BE ONGOING ACROSS EASTERN OKLAHOMA AND NORTHWEST ARKANSAS THURSDAY
MORNING. ADDITIONAL RAINFALL AMOUNTS THURSDAY WILL CONTINUE TO
WORSEN LIFE THREATENING FLOODING CONDITIONS ALONG WITH THE
FLOODING OF MAIN STEAM RIVERS. HIGHEST RAINFALL AMOUNTS THURSDAY
ARE FORECAST TO BE GENERALLY NORTH OF INTERSTATE 40. THE TROPICAL
SYSTEM IS EXPECTED TO EXIT NORTHEAST OKLAHOMA AND NORTHWEST ARKANSAS
FRIDAY MORNING WITH SHOWER AND THUNDERSTORM CHANCES TAPERING OFF
DURING THE DAY FRIDAY FROM WEST TO EAST.
