741 AM CDT THU OCT 24 2002

THE NATIONAL WEATHER SERVICE IN AUSTIN SAN ANTONIO HAS ISSUED A

* FLASH FLOOD WARNING FOR THE FOLLOWING COUNTIES...
  EDWARDS
  VAL VERDE
  UVALDE
  KINNEY
  MAVERICK
  REAL 

* UNTIL 1130 AM CDT

* AT 731 AM...WEATHER SERVICE DOPPLER RADAR INDICATED WIDESPREAD 
SHOWERS AND SCATTERED THUNDERSTORMS WITH VERY HEAVY RAIN FROM MEXICO 
EXTENDING EAST ACROSS VAL VERDE COUNTY TO ALONG THE UPPER RIO GRANDE 
PLAINS AND INTO THE TEXAS HILL COUNTRY.  RAINFALL RATES OF UP TO 2 
INCHES AN HOUR WERE POSSIBLE IN THE HEAVIER STORMS. A TROPICAL PLUME 
OF MOISTURE FROM HURRICANE KENNA...OVER THE EASTERN PACIFIC...WAS 
MOVING NORTHEAST OVER MEXICO INTO SOUTH TEXAS.  THIS ADDED 
INGREDIENT MAY INCREASE THE INTENSITY OF RAINFALL ACROSS
THE AREA TODAY.   

EXCESSIVE RUNOFF FROM THIS STORM WILL CAUSE FLASH FLOODING OF SMALL
CREEKS AND STREAMS...HIGHWAYS AND UNDERPASSES. ADDITIONALLY...COUNTRY
ROADS AND FARMLANDS ALONG THE BANKS OF CREEKS AND STREAMS AND OTHER
LOW LYING AREAS ARE SUBJECT TO FLASH FLOODING.

DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS THE
ROADWAY. THE WATER DEPTH MAY BE TOO GREAT TO ALLOW YOUR CAR TO CROSS
SAFELY. VEHICLES CAUGHT IN RISING WATER SHOULD BE ABANDONED QUICKLY.
MOVE TO HIGHER GROUND.
