THE NATIONAL WEATHER SERVICE IN THE QUAD CITIES HAS ISSUED A

* FLASH FLOOD WARNING FOR...
  DUBUQUE COUNTY IN NORTHEAST IOWA
  JO DAVIESS COUNTY IN NORTHWEST ILLINOIS

* UNTIL 200 PM CDT

* AT 901 AM CDT...NATIONAL WEATHER SERVICE DOPPLER RADAR INDICATED
  HEAVY RAIN WAS FALLING OVER THE WARNED AREA.

* NATIONAL WEATHER SERVICE DOPPLER RADAR ESTIMATES INDICATE THAT
  UP TO 6 INCHES OF RAIN HAS FALLEN OVER PORTIONS DUBUQUE AND JO
  DAVIES COUNTIES.  THIS RAIN...AND ADDITIONAL EXPECTED HEAVY
  RAINFALL THIS MORNING WILL CAUSE LOCAL STREAMS AND RIVERS TO RISE 
  RAPIDLY AND OVERFLOW THEIR BANKS. LAW ENFORCEMENT OFFICIALS
  REPORTED WATER OVER ROADWAYS IN RURAL AREAS AND SOME ROAD CLOSURES.

EXCESSIVE RUNOFF FROM THIS STORM WILL CAUSE CONTINUED FLASH FLOODING 
OF SMALL CREEKS AND STREAMS...COUNTRY ROADS...AS WELL AS FARMLAND 
ALONG THE BANKS OF CREEKS AND STREAMS.

DO NOT DRIVE YOUR VEHICLE INTO WATER COVERED ROADWAYS. THE WATER MAY
BE TOO DEEP TO CROSS SAFELY OR THE ROAD COULD BE WASHED OUT. VEHICLES
CAUGHT IN RISING WATER SHOULD BE ABANDONED QUICKLY.
