THE NATIONAL WEATHER SERVICE IN THE QUAD CITIES HAS ISSUED A

* FLASH FLOOD WARNING FOR...
  DELAWARE COUNTY IN NORTHEAST IOWA
  BUCHANAN COUNTY IN NORTHEAST IOWA

* UNTIL 1200 PM CDT

* AT 616 AM CDT...NATIONAL WEATHER SERVICE DOPPLER RADAR INDICATED
  THUNDERSTORMS PRODUCING VERY HEAVY RAIN WERE LOCATED OVER THE
  WARNED AREA.

* THE SHERIFF'S OFFICE IN MANCHESTER REPORTS FLOODING ON THE UPPER 
MAQUOKETA RIVER...AND IN MANCHESTER. IN SOUTHERN DELAWARE 
COUNTY...THE FLOOD GATES AT LAKE DELHI ARE BEING OPENED TO RELEASE 
EXCESS FLOW.

* NATIONAL WEATHER SERVICE DOPPLER RADAR ESTIMATES INDICATE THAT 1 
TO 2 INCHES OF RAIN HAS FALLEN OVER PORTIONS OF DELAWARE AND 
BUCHANAN COUNTIES IN THE PAST 2 HOURS.  THIS IS IN ADDITION TO 2 TO 
4 INCHES THAT FELL OVERNIGHT.  THIS RAIN...AND ADDITIONAL EXPECTED 
HEAVY RAINFALL THIS MORNING...WILL CAUSE LOCAL STREAMS AND RIVERS TO 
RISE RAPIDLY AND OVERFLOW THEIR BANKS.

DO NOT DRIVE YOUR VEHICLE INTO WATER COVERED ROADWAYS. THE WATER MAY
BE TOO DEEP TO CROSS SAFELY OR THE ROAD COULD BE WASHED OUT. VEHICLES
CAUGHT IN RISING WATER SHOULD BE ABANDONED QUICKLY.
