THE NATIONAL WEATHER SERVICE IN THE QUAD CITIES HAS ISSUED A

* FLASH FLOOD WARNING FOR...
  STEPHENSON COUNTY IN NORTHWEST ILLINOIS
  CARROLL COUNTY IN NORTHWEST ILLINOIS
  WHITESIDE COUNTY IN NORTHWEST ILLINOIS

* UNTIL 230 PM CDT

* AT 931 AM CDT...NATIONAL WEATHER SERVICE DOPPLER RADAR INDICATED
  THUNDERSTORMS PRODUCING VERY HEAVY RAIN WERE LOCATED OVER THE
  WARNED AREA.

* THUNDERSTORMS WERE CONTINUOUSLY REDEVELOPING AND MOVING OVER
  PORTIONS OF THE WARNED AREA...LEADING TO VERY HIGH RAINFALL
  RATES AND THE LIKELIHOOD OF FLASH FLOODING IN THE WARNED AREA.  

NUMEROUS REPORTS OF FLOODED ROADS HAVE BEEN RECEIVED IN STEPHENSON...
CARROLL...AND WHITESIDE COUTY.  IN STEPHENSON COUNTY...A PORTION OF 
ROUTE 20 IS FLOODED IN THE PRESTON BOTTOMS...JUST EAST OF HARLEM 
CENTER ROAD.  IN CARROLL COUNTY...NUMEROUS ROADS AROUND MT CARROLL...
SAVANNA...AND IN THE EASTERN PORTIONS OF THE COUNTY ARE FLOODED.  IN 
WHITESIDE COUNTY...NUMEROUS ROADS AROUND THE COUNTY ARE FLOODED DUE 
TO A MIXTURE OF CREEKS OUT OF THEIR BANKS AND STANDING WATER.  IN 
MORRISON...SINCE 8 PM 6.58 INCHES OF RAIN HAVE BEEN REPORTED...WITH 
1.91 INCHES SINCE 630 THIS MORNING.

EXCESSIVE RUNOFF FROM THIS STORM HAS ALREADY CAUSED FLASH FLOODING 
OF SMALL CREEKS AND STREAMS...HIGHWAYS AND UNDERPASSES. 
ADDITIONALLY...COUNTRY ROADS AND FARMLANDS ALONG THE BANKS OF CREEKS 
AND STREAMS AND OTHER LOW LYING AREAS ARE SUBJECT TO FLASH FLOODING.

DO NOT DRIVE YOUR VEHICLE INTO WATER COVERED ROADWAYS. THE WATER MAY
BE TOO DEEP TO CROSS SAFELY OR THE ROAD COULD BE WASHED OUT. VEHICLES
CAUGHT IN RISING WATER SHOULD BE ABANDONED QUICKLY.
