What happened

The episode as NWS BUF wrote it up.

A potent clipper low brought rain and/or snow to the Western and North Central New York areas, along with windy conditions. Most of the lower elevations remain primarily as rain, but mixing with and changing to snow at times did allow for some light accumulations. Across the higher terrain snowfall and accumulations increased, especially for areas east of Lake Ontario where warning level snowfall amounts were observed.

Another component of this storm was the winds associated with the system. Several reports of winds reaching 58 to 63 MPH were observed across the Western New York area.

Notable snowfall reports include: 10.7 inches in Copenhagen, 9.8 inches in Highmarket and 8.0 inches in Constableville. Notable winds gusts include: 63 MPH in Lime Lak/Machias, 62 MPH at the Rochester Airport, 61 MPH in Warsaw and 60 MPH at the Niagara Falls Airport, Kenmore, and in Dunkirk.
