An area of low pressure across New England during the morning hours of November 16th moved into Newfoundland by November 17th and continued to exit the region.

A counterclockwise, cold, unstable flow across the mountains of northern Vermont allowed for a orographic, upslope snowfall event that began in the northern Green Mountains during the afternoon of November 16th and ended during the afternoon of the 17th.

Snowfall was largely confined to the higher elevations and favored northwest upslope regions with 3 to 6 inches of snow but snowfall totals exceeding 10 inches were observed in the highest elevations.
