What happened

The episode as NWS DLH wrote it up.

Cold high pressure remained over the Upper Midwest the night of the 12th into the 13th. This resulted in light winds and excellent radiational cooling conditions allowing overnight lows to plummet. While not as cold as the previous night, apparent temperature values in the -20 to -40F range were again common across northeastern Minnesota. A few locations did fall below -40F for brief periods when light winds occurred resulting in apparent temperatures as low as -46F.
