.KEY MESSAGES...

* A passing system brings increased winds to the region today, along
  with potential for light precipitation to the eastern Sierra.

* Relatively calm and dry conditions are expected starting
  tomorrow along with above normal temperatures.

.DISCUSSION...through Tuesday.

An upper level trough is moving through the western United States
and the primary impact to the forecast area is increased southerly
to southwesterly winds. Wind Advisories remain in effect for the
Eastern Sierra and Owens Valley until 4 AM PST tomorrow morning.
Automated sensors have reported gusts in the 30 to 45 mph range in
the Advisory area so far today and winds are expected to increase
into the evening as the shortwave axis moves through. There remains
a 25 to 35 percent chance of downslope winds in excess of 40 mph
through the afternoon and evening along US 395, particularly in
areas south of Olancha. Sensors also reported gusts between 35 and
45 mph in the Nevada National Security Site in central Nye County.
However, models show southerly 850 mb winds weakening through the
rest of the afternoon and surface winds are expected to decrease in
response. Considering this trend along with the limited spatial
extend of these winds, a Wind Advisory expansion does not appear
necessary. Chances for precipitation in the Sierra have decreased to
15 percent or less and any totals should be light.

Cool air associated with this system will bring temperatures down a
few degrees areawide, but will still remain 5 to 10 degrees above
normal through the first half of next week. For Las Vegas, this
means highs in the mid to upper 70s and lows in the mid to upper
50s. Precipitation is not expected through Tuesday.

.AVIATION...For Harry Reid...For the 00Z Forecast Package...At
least intermittent gusts to 20-25KT are expected through mid-
evening, diminishing thereafter, with speeds gradually decreasing
to around 10-12KT. Winds are expected to briefly back to the
southeast, before becoming light and variable prior to sunrise.
Light winds will settle out of the northeast by mid to late
morning, remaining under 8KT. VFR conditions prevail, with FEW mid
clouds around 15kft AGL and SCT-BKN clouds around 25kft AGL
expected to gradually clear late tonight onward.

For the rest of southern Nevada, northwest Arizona and southeast
California...For the 00Z Forecast Package...Elevated and gusty
southerly to southwesterly winds will continue through mid to
late evening across the region, with gusts to 20-25KT expected.
Gusts diminish thereafter, with the exception of the western
Mojave Desert, including DAG, where gusty westerly winds will
persist through early Thursday afternoon. Once gusts diminish,
wind speeds will drop to around 10KT or less, with winds settling
out of the north to northeast by late morning to early afternoon,
with the exception of BIH in the Owens Valley where light up-
valley winds will resume. VFR conditions otherwise prevail, with
SCT-BKN ceilings around 15-25kft gradually clearing from late
tonight onward.
