From the evening of February 16th to the morning of February 22nd, a strong South Pacific Convergence Zone (SPCZ) moved over Tutuila, Aunu'u, and the Manu'a islands of American Samoa, bringing sustained heavy rainfall and high winds across the territory. During this period, WSO Pago Pago recorded 19.2 inches of rain, with wind gusts reaching up to 66 MPH. The impacts of the windy conditions included widespread power outages, significant roof damage, numerous downed trees, and flying debris, while the impacts of the heavy rainfall led to flash flooding and landslides. Additionally, WSO Pago Pago set three daily rainfall records on February 17th, 19th, and 21st.

An NWS employee reports a downed banana trees along with numerous downed coconuts and coconut fronds at Coconut Point from strong wind gusts.
A NWS employee reported numerous banana trees downed from strong gusty winds in the harbor area near the village of Utulei.
A banana farmer called WSO Pago Pago to report that about half of his banana trees were downed due to strong gusty winds in the Leone area.
A NWS employee observed rapidly flowing water along Fagaima road early in the afternoon on the 17th. Water can be also be seen flowing onto residential properties.
A local from the village of Tula reported downed power lines from high wind gusts in the area on the afternoon of the 17th.
A NWS employee reports areal flooding with flooded properties and roadways due to heavy rainfall on the morning of the 17th in Alofau village. Estimated rainfall from midnight to 7 AM was around 4 inches.
An NWS employee reported a downed ulu tree from strong wind gusts along the Fagaima region.
A Tutuila resident reported a downed coconut tree in Faga'alu village from strong gusty winds midday on the 18th. The tree covered both sides of the main road.
A resident from Alofau village reported a downed tree on a road from strong gusty winds. The tree covered most of the roadway.
A resident from Utulei village reported a roof blown off of a house from high wind gusts on the afternoon of the 18th. There were no injuries.
A Facebook video showed sheet metal ripped off a roof of the Starkist plant in Satala village in the late afternoon/early evening hours of the 18th. The flying debris did not cause injuries. Starkist shut down their plant for the rest of the day and on the 19th due to the damage and high winds.
An NWS employee reported an uprooted tree in Amaluia village from high wind gusts on the evening of the 18th.
A member of the public reported significant damage to a banyan tree in front of the Executive Office Building in Utulei village due to high wind gusts.
An NWS employee reported an uprooted tree in Gataivai village due to high wind gusts on the morning of the 19th.
An NWS employee reported a downed tree from high wind gusts covering the roadway in the Fagaima region.
A NWS employee reported downed trees caused by high wind gusts along the property of the Governor's mansion in the village of Utulei on the afternoon of the 19th.
A resident of Ofu shared a video showing sheet metal damage to fences and roofs due to high wind gusts. Sheet metal from multiple properties are seen flying across the village.
A member of the public reported a collapsed stone wall in Nu'uuli village that resulted in a landslide, which caused debris to cover the westbound lane of the main road. There were no injuries. Estimated rainfall was over 3 inches in the early morning through the early afternoon hours on the 19th with an already moist surface from previous rainfall from the episode.
An NWS employee reported major sheet metal wall damage to the Peter E. Reid Stevedoring, Inc building along the main road in the village of Fagatogo near the Pago Pago Port entrance. Flying sheet metal was caused by high wind gusts on the 19th.
A resident from Aoa village reported multiple trees downed by high wind gusts. These trees covered the main road making it unaccessible.
A resident of Auto reported flooded fields and homes flooding in the village. Total estimated rainfall for the morning hours of the 19th is 4 inches. This rainfall led to a rapid increase in the Mulialevai Stream that flows from Palapala Mountain to the village that contributed to flash flooding.
A resident in Ili'ili village reported downed power lines due to drooping trees from high wind gusts.
An NWS employee reported a downed tree from high wind gusts in the late afternoon hours of the 19th in Utulei village. The tree was located on Tramway road.
A Facebook post showed large sheet metal wrapped around power lines in Satala village due to high wind gusts in the afternoon/early evening hours of the 19th.
A phone call to WSO Pago Pago reported a large tree fell on the main roadway along the American Samoa Community College in Malaeimi Village due to high wind gusts. The large tree covered the entire road.
A post from Manua'tele Community Worldwide shows a landslide that occurred on Thursday morning that occurred between the villages of Ta'u and Fitiuta. Large boulders covered the main roadway that connects the two villages to make the road impassible.
A Fagasa village resident reported a fallen tree on the roadway between the village and the National Park Service Fagasa Pass Trailhead parking lot due to high wind gusts.
An NWS employee reported significant road flooding on Fagaima road during the afternoon of the 21st due to heavy rainfall. Estimated rainfall throughout the morning/early afternoon was 1.5 inches. Due to saturated grounds from previous rainfall and poor water drainage, this lead to significant ponding along moving water over the roadway during this time. This water was seen flowing onto residential properties.
An NWS employee reported a landslide along the main road of the Failolo and Agagulu villages on the morning of the 22nd. Debris from the landslide covered the west bound land and most of the east bound lane. Estimated rainfall from midnight through 7 AM was 1.5 inches. Areal grounds were already saturated due to previous persistent and heavy rainfall from this episode. There were no injuries.
