Occasional showers will continue to stream onshore at times
through the rest of the night, mainly within about 20 to 30 miles
of the coast where a Flood Watch remains in effect. The
combination of rainfall runoff and the persistent onshore flow
also maintains criteria for a Coastal Flood Advisory for the St.
Johns River Basin from Jacksonville southward, which remains in
effect through at least high tide of Thursday. Temps bottom out
into the low to mid 70s inland, and upper 70s along the coast and
east of the St. Johns River.

.SHORT TERM...
(Thursday through Friday night)

The frontal boundary that has been stalled, will become more of a
warm front extending across north central NE FL Thursday morning
from remains of Francine. As Francine remnants lifts well to
northwest of the area during the Thursday into Thursday night, this
boundary will slowly lift north to near the FL/GA line. The boundary
will then remain stalled, with high pressure to the northeast. An
area of low pressure will develop just to the east of the area over
the Atlantic waters along this boundary.

Above normal precipitation chances will continue this period,
especially during the day, due to diurnal heating contribution.

Highs will trend below normal Thursday, then near normal Friday.
Lows will be above normal both Thursday night and Friday night.

The frontal boundary will continue to linger over northern FL
through the weekend as low continues to the east northeast. This
pattern will continue the higher than normal precipitation chances
through at least the weekend.

There is more uncertainty heading into the first half of next week,
as the models are trending toward further developing the low into
what could become a tropical system, and moving it into the
Carolinas. At this point will trend toward scattered precipitation.
If the low does become tropical, and move inland far enough to the
north, drier air may wrap in behind it across the local area.

Temperatures will trend near to a little above normal this period.

Periods of SHRA and MVFR ceilings will overall be the norm
through the rest of tonight as well as into the day on Thursday at
area terminals. IFR ceilings at times towards sunrise are also
expected for interior areas (VQQ and GNV), and cannot fully rule
out the possibility at the rest of Duval terminals. SHRA chances
continue Thursday for all, as well as breezy conditions towards
coastal sites. TSRA potential is overall pretty low, and only
confident enough to include VCTS at GNV for Thursday afternoon at
this time.

A frontal boundary will be over area through the weekend, with high
pressure to the northeast. An area of low pressure is expected to
develop over area waters on the front through the weekend, which may
strengthen as it moves to the north of area.

Several days of training, heavy rainfall caused areal flooding in the Palatka city limits. By 9/15, flood water was over the road along Alabama Avenue. A home near the intersection of Highlawn Ave and 3rd Avenue experienced flood water impacts related to a blocked culvert not draining water. This home was located in a low-lying area per county Public Works.

Tidal flooding was reported in downtown | Jacksonville from Hogans Creek drainage | right off of the St. Johns river. Roads and | parking lots along Hogans Creek were | impassable this morning around high tide | including Maxwells House, Vystar Arena and | JSO. About 3 ft of water was across Forsyth St and | a vehicle was stalled in the floodwaters. | The Main Street Bridge river gauge reported | high tide at 8:12 AM and peaked in minor | flood stage at 1.69 FT MHHW.
