.SYNOPSIS...
Strengthening low pressure will move across our area this
morning. The low will then lift into eastern Canada on Monday.
An upper trough with a surface cold front will pass through the
region on Tuesday. High pressure then builds east through the
end of the work week. Another weak cold front may approach for
Saturday.

.NEAR TERM /THROUGH TODAY/...
Latest surface analysis as of midnight places the rapidly
deepening area of low pressure (~986 mb) just south of Cape
Lookout along the North Carolina coast. Have already seen
several rounds of moderate rainfall across the area with
rainfall totals so far ranging between 0.5 to 1.5 inches with
localized amounts approaching 2.0 inches across the Delmarva.
Basis latest radar indications, the next batch of rain which
will include the heaviest rainfall rates with the system has
now already moved into the Delmarva and will be moving into
southern NJ and SE PA within the next hour. Expect this batch of
rain to continue through the pre-dawn hours this morning, before
beginning to lighten up near day break as the surface low passes
overhead.
The coastal front still is on course to split our CWA in half
with a north-south alignment resulting in the strongest winds
likely just southeast of the track of the low near coastal
areas and the heaviest rains just northwest. Have seen several
wind gusts already in the 30-40 mph range in these areas, with
occasional gusts up to 50mph too. Thus, as of early this
morning, have maintained the existing headlines as they are in
good shape and guidance has not shifted all that much.
There remains just enough instability and more than enough
forcing to bring a few thunderstorms into the forecast, and its
not out of the question one of them could bring some stronger
winds to the surface. However, the SPC has removed the southern portions
of the region from the marginal risk of severe weather early
Monday. But this is not to discount that a some stronger winds
will not occur in any thunderstorm. The heaviest rain, possibly
in excess of 4 inches, looks most likely just west of the low
track near and northwest of I-95. Flood watch remains in effect
and many of the smaller rivers and streams are now forecast to
reach minor flood stage by the Mid-Atlantic River Forecast
Center. Will need to watch this closely as given saturation from
the recent rains, if rainfall over-performs we may have some
moderate flooding on our hands.
The bottom line is that anyone planning to be out and about
early this morning, including commuters, should be extremely
cautious, and if possible, change their travel times. Road
closures due to flooding and downed trees are quite possible by
early Monday. If you live near a flood-prone stream or small
river, you also should keep aware of the latest forecasts and
warnings given high potential for flooding.
The low will pull northeast of the region later today, with
winds swinging around to west-northwest. While coastal areas may
see strongest winds on the southeasterly low-level jet
overnight, areas near and northwest of I-95 probably see
strongest winds after the low passes, and they may approach 45
mph during the midday and afternoon Monday. Given the likely
saturated soils by then, this can result in tree damage even if
it doesn't technically reach wind advisory criteria (46 mph
gusts). Otherwise, drying out and a little clearing possible by
the end of the day Monday.
Temps will be steady or rising tonight with 50s common, and 60s
looking likely along the coast east of the track. Temps peak in
the morning Monday then drop as the system pulls away and cold
advection gets underway.

.SHORT TERM /TONIGHT THROUGH WEDNESDAY/...
While the Tuesday and Wednesday period won't have nearly as
many weather hazards as what we are about to see over the next
day, there are still a few things to be aware of, including the
potential for some very light snow, primarily in the higher
terrain.
On the heels of the coastal low, another mid and upper level
trough will approach our region, this time from the NW. A low is
expected to close off in the base of this trough by Monday
night or Tuesday, and may start to become negatively tilted, but
looks like it remains relatively progressive over our region,
with any impacts being primarily confined to Monday night and
Tuesday.
As for the impacts, the main one will be very light
precipitation. Because this is digging in from the NW, arriving
just behind the start of dry air advection, expect this to be
quite moisture starved. So any precipitation that we see Monday
night and Tuesday will be very light. None the less, it will be
cold enough across much of the region that there could be a few
snow flakes mixed in with rain drops especially Monday night
into early Tue morning. However, a combination of warm ground
and limited moisture means that only the southern Poconos has a
decent chance (50%) of seeing any accumulating snow, and even
there amounts are expected to be less than one inch.
Additionally, Tuesday should be breezy. The tightest low/mid
level height gradient and tightest surface pressure gradient
never quite line up perfectly, so max wind gusts are likely to
be in the 25 to 30 mph range (possibly as high as 35 mph on
ridge lines).
Once this trough slides east of our region Tuesday night into
Wednesday, it should kick off a return to dry conditions and
seasonable temperatures.

.LONG TERM /WEDNESDAY NIGHT THROUGH SUNDAY/...
The trend of dry and seasonable is expected to continue
Thursday and Friday as a broad surface high pressure system will
gradually build eastward towards our region.
In the upper levels, a broad ridge becomes entrenched over the
eastern U.S.. Several models depict a short wave trough sliding
eastward to the south of the ridge, which could result in
precipitation by next weekend, but once again, moisture will be
limited. Additionally, depending on how robust the ridge is, the
short wave trough may weaken as it tries to undercut it. All
that being said, stayed with the previous forecast in keeping
slight chance pops on Saturday.

.AVIATION /06Z MONDAY THROUGH FRIDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG,
KILG, KMIV, KACY and surrounding areas.
Heavy rain has overspread the area early this morning with
visibilities and ceilings lowering as a result of the more
persistent rainfall. Any remaining ceilings/visibilities in the
MVFR category with drop to IFR and eventually LIFR likely in the
next couple of hours. Winds gusting in the 30-40 kt range for
KACY and KMIV, with 20-30 kt along the I-95 corridor terminals.
Low-level wind shear will continue through about 12Z. Lighter
winds and less wind shear at KABE/KRDG. Moderate confidence.
Monday...Conditions improve as low pulls away. IFR to LIFR due
to heavy rain to start improves slowly to MVFR or possibly VFR
by day's end. Winds become west-northwest by afternoon and may
gust up to 35 kts. Moderate confidence.
Outlook...
Monday night through Tuesday...prevailing VFR, though some
brief MVFR or even IFR visibility conditions are possible under
any snow or rain showers through this time. Highest risk is at
KABE, KRDG, and KTTN. SW winds 10 to 15 KT becoming
northwesterly 10 to 20 mph with gusts up to 30 mph. Moderate
confidence on the overall pattern, but low confidence on timing
of visibility restrictions.
Wednesday through Friday...VFR. NW winds 5 to 15 kt. High
confidence.

.MARINE...
Strong SE flow is has reached gale force across the southern
ocean zones early this morning and this will overspread across
the remaining ocean zones over the next couple of hours. The Gale
Warning remains in effect through most of of Monday. Seas will
build as well with waves exceeding 15 feet possible into
Monday. Winds shift westerly and remain or near gales behind the
system as we head later into the afternoon. Isolated
thunderstorms also possible into Monday morning.
Outlook...
Monday night through Tuesday...SCA conditions are expected on
all waters both due to NW winds gusting up to 30 kt, and
elevated seas primarily on the Atlantic coastal waters.
Tuesday night through Friday...Once winds diminish, no
additional SCA conditions are likely on the Delaware Bay. On the
Atlantic coastal waters elevated seas may linger for most, if
not all of this period.

.HYDROLOGY...
Flood Watch remains in effect for our entire area for tonight
and Monday. Heaviest rain continue through early Monday morning.
While a strong storm will cross the region, the exact track will
determine where the heaviest rain falls especially regarding if
one or more bands of heavier rain sets up. Rainfall totals of
2.0 to 4.0 inches are forecast across the region with the highest
amounts along and north/west of the I-95 corridor. Some locally
higher amounts are probable. Rainfall amounts were increased a
bit more overall. Given that this new rainfall will be onto saturated
ground, there is a high flooding risk and this will be enhanced
especially if much of the heavier rain falls in a shorter period
of time. The highest hourly rainfall rates are expected to occur
over the next 3 to 5 hours into early Monday morning. We will
need to watch especially the quicker responding creeks and streams,
and some creeks/rivers in eastern Pennsylvania and northern New Jersey
are forecast to get into minor flooding. In addition, higher rainfall
rates could increase the flooding risk in urban areas.

.TIDES/COASTAL FLOODING...
A buildup of water will occur along the coasts due to a persistent
and increasing east to southeast flow ahead of the strong coastal
storm approaching from the south. Coastal Flood Advisories already
went into effect to cover the first high tide of concern, with water
levels peaking from late this morning into early this afternoon. The
anomaly on top of this first astronomical high tide was a little
lower than forecast, though just about all our sites did reach the
level where 'spotty minor' flooding occurs.
The next high tide will be around 11 PM to 2 AM tonight (time
depending on the exact coastal location). From an astronomical tide
perspective, this will actually be a 'secondary' or lower tide than
either of the Sunday/Monday midday high tides. That will prevent any
coastal flooding along most of the NJ shore north of Ocean City
tonight. However, the greater concern for this event will be along
portions of Delaware Bay, where we have Coastal Flood Warnings
hoisted, as the surge of water up the bay due to those southeast
winds may be significant enough to counter the 'lower' astronomical
tide, and still result in MODERATE flooding. That said, the latest
trends in observations and model guidance suggest that threat may be
lower than earlier forecast, and water levels may struggle to get to
that moderate/warning-criteria level. Still, given the potential, we
will keep the warning in place.
Heading into the final high tide of concern around late Monday morning
into early afternoon, the areas at risk of coastal flooding will 'flip'.
As the surface low pressure center passes by, winds will shift to
west-northwest, first over Delaware and DE Bay by mid- morning. That
should begin to lower the surge anomaly on top of the astronomical
tide levels, especially around Delaware. However, that may not lower
enough to prevent at least minor flooding, particularly along the
NJ coast, and especially around the 'back bays', including Barnegat
Bay. In fact, due to a combination of freshwater runoff from the
heavy rain overnight, the surge being slower to drain out of the
bay, and westerly winds pushing the water toward the bay- side of
the barrier island, we are keeping an eye out for localized MODERATE
flooding for that high tide. For that area, we have an Advisory out
for now, not a Warning, but we will keep a close eye on trends there.
