What happened

The episode as NWS PBZ wrote it up.

A low pressure system rapidly intensified December 22nd to December 23rd as the center of the low moved from the Midwest across the Great Lakes. A flash freeze, strong wind gusts, and dangerously cold temperatures were recorded across the region. Record low maximum temperatures were broken at several climate sites. Widespread power outages were noted by utility companies, isolated areas experienced internal damage from frozen pipes, and hazardous travel was noted due to a flash freeze (rain quickly changed to snow) with rapidly dropping temperatures.

.SYNOPSIS...
Flash freeze, anomalous cold, dangerous wind chills, strong
winds, and visibility reductions in snow and blowing snow are
expected, at times, through the holiday weekend.

&&

.NEAR TERM /THROUGH FRIDAY/...
Warm, moist conditions are currently moving through the region
as western PA/eastern Ohio remains in the warm sector of an
approaching low pressure system. A drastic change in weather
conditions is expected with a strong cold front, currently
advancing through the MidWest.

With the passage of the front expect the following hazards to
occur:

1. Wind gusts will quickly increase to 35-45 mph early Friday
morning, 40-50 mph during the afternoon. Sustain winds over 30mph
are likely. Wind gusts of up to 60 to 65 mph are possible in the
ridges. With steep low level lapse rates, due to strong cold
advection, 850mb winds (45-50kts) will have no trouble mixing to
the surface. Therefore, the High Wind Watch was upgraded to
Wind Advisory in the lower elevations/High Wind Warning in the
higher terrain.

2. Temperatures will drop 20 degrees in a short time frame
(within 3-4 hours). Thus, a flash freeze is likely and will
create hazardous travel with lingering wet roads from Thursday
rain showers. A new Winter Weather Advisory was issued for our
entire CWA early tomorrow morning, a note was added about this
flash freeze potential. With incoming cold air and wind
associated with this low, wind chill values will range between
-20F to -30F. Wind chills as low as -35 to -40F are possible in
 higher elevations. Thus, the Wind Chill Watch was upgraded to
 a Warning; extreme wind chills will likely be focused in the
 ridges. Venturing outside in elevations over 1,800ft for over
 30 minutes could create life threatening conditions and is not
 advised.

3. A sudden change in precipitation type will occur along the
aforementioned frontal boundary, rain changing to snow. With
strong frontogenesis along the front, there is a chance of an
intense snow band developing and advancing west to east during
the Friday morning commute. With the NBM, probabilities of
exceeding half an inch an hour snowfall within this band is
near 60 percent. Even though snowfall amounts may not exceed 3
inches, travel impacts could be significant. Thus, the Winter
Weather Advisory covers this threat.

By the Friday afternoon, the potential for blowing snow
increases and has been added into the forecast. Hazardous
travel may continue. Additional snow showers, embedded within
shortwaves, may cause 1-2 more inches through midnight.

.SHORT TERM /FRIDAY NIGHT THROUGH SATURDAY/...
Wind chills will be very dangerous Friday night into early
Saturday morning; values across the region will be below -25F.
There is still the potential to see -40F in eastern Tucker. The
last time Pittsburgh observed wind chills in the -20F range was
January 30-31 2019.

The Arctic air mass will linger into Saturday afternoon. Wind
Chill headlines may end for the lower terrain if values rise
above -10F. In the ridges, headlines for significant cold
temperatures will likely be ongoing.

.LONG TERM /SATURDAY NIGHT THROUGH THURSDAY/...
Bitter cold temperatures will continue Saturday night into
Sunday (Christmas Day) as the Ohio River Valley remains centered
under a deep elongated trough. Boundary layer temperatures from
-20C to -25C are still likely and have been consistent with each
 passing GEFS run. A new potential record LowMax could be broken
 at Wheeling, WV (current record: 17F from 2000). Please see
 climate section below for more details. Wind chill headlines
 will likely be ongoing for the ridges as values linger near
 -25F. Sustain wind speeds and gusts will diminish early Sunday
 morning as the pressure gradient associated the upper-level low
 weakens.

For the snow situation, light snow could continue within weak
passing shortwaves. However, a majority of the snow impacts will
be focused near the Great Lakes. With winds prevailing from the
west as the upper-level centers to our northeast, a lake effect
band will be oriented east/west and impact Buffalo,NY opposed
to I-80.

Temperatures will gradually increase early next week, however
remain below freezing through Wednesday. For the New Years
Eve/New Years Day period, long term models are trending on a
warmer pattern. Climate Prediction Center 8-14 Temperature
Outlook even has high confidence at warmer than average
temperatures. Mean 500mb wind depicts a slow moving ridge
centered over the northern Great Lakes, thus the higher
temperatures. It is quite possible that New Year's day could be
30F warmer than Christmas.

.AVIATION /03Z FRIDAY THROUGH TUESDAY/...
The 00Z sounding at pit continues to show a saturated lower
layer between 700MB and the surface and wide spread below IFR
cigs/vis are expected through at least 18Z. Even after the
passage of the front, rain changing to snow will continue
through the morning hours into midday as well.

A rapid changeover from rain to snow as well as increasing
westerly winds gusts in excess of 30 knots will occur. With
such a rapid temperature drop, the potential for flash freeze
concerns is also evident tomorrow morning in conjunction with
reduced visibility in heavier snow showers.

Conditions will begin to improve a bit later in the day on
Friday 1983 13 with some IFR/MVFR conditions develop behind the
front with snow showers becoming more scattered. Winds will
however, continue to be the more impactful weather feature with
gusts up to 45 knots out of the south west for ther remainder of
the TAF period.

.OUTLOOK....
Closed low pressure across the Great Lakes will maintain
widespread restrictions in snow showers, cigs, and strong wind
gusts through the holiday weekend.
