Morning east-northeasterly sustained winds with speeds ranging between 8 to 11 mph combined with morning minimum temperatures as cold as -8 degrees Fahrenheit produced wind chills as low as -25 degrees Fahrenheit in Cheyenne County. The coldest wind chills were observed at the Mesonet station two miles southwest of Firstview, Colorado during the morning of February 23rd. Impacts: extreme cold.
