What happened

The episode as NWS STO wrote it up.

A winter storm brought snow to the mountains of interior Northern California in early January. Lighter-end snowfall accumulations were recorded over the Southern Cascades and Northern Sierra Nevada. However, new snow accumulations compounded with record high snowfall in the month of December lead to mountain travel delays. Strong winds also accompanied this weather system as well, and caused hazardous mountain driving conditions with limited visibility at times. Chain controls over I-80 were in place for approximately 20 hours from 6:30 pm on the 3rd through 2:30 pm on the 4th.
