The episode as NWS PHI wrote it up.
The combination of a strong northwest flow around an arctic high pressure system and because this high originated near the North Pole produced the coldest morning in two years across eastern Pennsylvania on the 26th. Most low temperatures that morning were in the single numbers, except they were below zero in the Poconos. Wind chill factors were below zero. The hourly wind chill factor at Mount Pocono bottomed at -21F. The extremely cold weather caused many municipalities in and around Philadelphia to declare a code blue. In Philadelphia, for example the cold blue declaration by the city's Office of Shelter Services sets into motion methods to assist the homeless population. Actual low temperatures included -7F at the F.E. Walter Dam on the Carbon/Luzerne County border, -3F in Mount Pocono (Monroe County), 3F in Springtown (Bucks County), 4F in West Chester (Chester County), 6F at the Lehigh Valley International Airport, 7F in Reading (Berks County) and Doylestown (Bucks County), 8F in Pottstown (Montgomery County) and 10F at the Philadelphia International Airport.
The local office's own words before the first event, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.
NWS Philadelphia/Mount Holly wrote its last area forecast discussion before the first event at Jan 25, 9:30 PM EST, 5 hours 30 minutes earlier.
