Unusually dry weather continued across northeast Georgia through October. Although a soaking rain near the end of the month resulted in near-normal monthly precipitation for the mountains, the Piedmont saw another month of well-below normal rainfall. Most areas were on pace to break yearly rainfall deficit records. By the end of the month, exceptional drought conditions were reported across the majority of the area. Water flow on area streams continued at 3 to 6 percent of normal, while lake levels remained at near-record lows. Although most cities and towns were requesting voluntary water restrictions be observed, mandatory restrictions were ordered in quite a few communities. Also, private wells were beginning to dry up in many areas. Agriculture continued to be severely impacted by the drought. At this time, county by county dollar estimates of drought damage have not been made available.

HIGH PRESSURE WILL REMAIN OVER THE EASTERN UNITED STATES THROUGH MID
WEEK. A WEAK COLD FRONT WILL APPROACH FROM THE NORTHWEST THURSDAY
BEFORE WASHING OUT NORTH OF THE AREA. THEN HIGH PRESSURE IS EXPECTED
TO REMAIN OVER THE AREA INTO NEXT WEEKEND.

LITTLE CHANGE EXPECTED TO THE SENSIBLE WX FCST TONIGHT...MAINLY
CLEAR CONDITIONS WITH JUST SOME CI PRESENT. 18 UTC MODEL SMART
INITS FOR SKY GRIDS YIELDING SIMILAR RESULT TO GOING FCST...ANY
DEVELOPING LATE NIGHT CLOUDS WITHIN THE NC UPSLOPE AREAS FEW
IN COVERAGE WITH BETTER CVRG EAST OF THE CWFA. ANOTHER COOL
EARLY MORNING IS EXPECTED WITH MONDAY MINS ABOUT A CATEGORY
OR TWO BELOW NORMAL.

UPPER RIDGE WILL CONTINUE TO WEAKEN MONDAY...BUT REMAIN STRONG ENUF
TO KEEP A STRONG EASTERLY MOVING UPPER LOW WELL TO OUR NORTH. COLD
FRONT ASSOCIATED WITH THE UPPER SYSTEM WEAKENS AND DISSIPATES AS IT
REACHES THE MTNS. LITTLE TO NO MOISTURE ENTERS THE AREA AHEAD OF THE
FNT AS SFC RIDGE REMAINS IN PLACE. EVEN CLOUDS WILL BE LIMITED WITH
THIS SYSTEM. HIGHS MID TO UPPER 70S MTN VALLEYS AND AROUND 80
OUTSIDE OF THE MTNS.

.SHORT TERM /MONDAY NIGHT THROUGH WEDNESDAY/...
AS OF 215 PM EDT SUNDAY...THE NAM CAN CONTINUE TO BE TOSSED OUT THE
WINDOW FOR THE SHORT TERM...AS IT CONTINUES TO DO A POOR JOB OF
HANDLING THE TROPICAL/HYBRID LOW NEAR THE BAHAMAS. WHILE THE GFS IS
FURTHER SOUTH AND WEAK WITH THIS SYSTEM...THE NAM STRENGTHENS IT
SIGNIFICANTLY AS IT MOVES INTO THE EASTERN GULF ON TUESDAY. THE
CONSEQUENCES FOR OUR REGION IS THAT THE NAM WRAPS DEEP LAYER
MOISTURE INTO THE CAROLINAS BY WEDNESDAY MORNING...WHILE THE GFS
REMAINS BONE DRY...KEEPING ANY ATLANTIC MOISTURE ALONG/OFF THE EAST
COAST. THIS SEEMS VERY REASONABLE AND THE GFS WILL BE FOLLOWED
CLOSELY FOR THE SHORT TERM PORTION OF THE PACKAGE. EXPECT DRY
WEATHER WITH TEMPS SLIGHTLY ABOVE CLIMO THROUGH MID-WEEK.

.LONG TERM /WEDNESDAY NIGHT THROUGH SUNDAY/...
AS OF 215 PM EDT SUNDAY...THE LATEST RUN OF THE ECMWF ADVECTS
ATLANTIC MOISTURE INTO THE REGION BY THURSDAY MORNING...SUGGESTING
INCREASING CHANCES FOR PRECIPITATION. HOWEVER...THE GFS REMAINS DRY
THROUGH DAY 7. BOTH MODELS HAVE BEEN QUITE CONSISTENT WITH THESE
DISPARATE SOLUTION FOR A COUPLE OF DAYS NOW. HPC APPEARS TO BE
LEANING TOWARD THE WETTER ECMWF. HOWEVER...AFTER COLLABORATION WITH
NEIGHBORING WFOS...WE HAVE OPTED TO LEAVE POPS AT A SLIGHT CHANCE OR
LESS THROUGH THE PERIOD.

VFR CONDITIONS WILL CONTINUE INTO THE OVERNIGHT HOURS WITH JUST SOME
THIN CI LINGERING. IT REMAINS DEBATABLE WHETHER LOW LEVEL EASTERLY
JET SETTING UP UNDER THE SUBSIDENCE INVERSION WILL BE ENUF TO
DEVELOP/ADVECT LOWER CLOUDS INTO THE FA DURING THE PRE-DAWN HOURS...
SO WILL CONTINUE TO LEAVE OUT OF THE FCST. PERSISTENCE FCST WILL
CONTINUE AT KAVL FOR A PERIOD OF MVFR VSBY AT KAVL AND FEW LIFR
CLOUDS AROUND DAYBREAK. EXPECT THE EAST NORTHEAST WINDS TO INCREASE
TO AROUND 10 KTS MONDAY MORNING AS MIXING BEGINS. MODEL TIMEHEIGHTS
INDICATE POTENTIAL FOR SOME VFR LVL CU IN THE AFTERNOON.

OUTLOOK THROUGH THURSDAY...HIGH PRESSURE WILL REMAIN OVER THE AREA.
