Low pressure moved up the Ohio Valley spreading mixed precipitation across Northern Ohio on the morning of the 16th. Although most of the region saw little ice accumulation, over one quarter inch of ice did accumulate on higher terrain in Richland and Ashland Counties and also in parts of Seneca County.
