What happened

The episode as NWS CAR wrote it up.

Low pressure tracking offshore of the New England coast lifted toward the maritime provinces during the 28th...becoming nearly stationary across Nova Scotia that night. The low then retrogressedsouthwestward toward the Maine coast during the 29th...before starting a slow eastward drift throughthe Gulf of Maine during the 30th.Storm snowfall totals generally ranged from 8 to 12 inches across much of northwest and extremenorthern Maine. Across central and Downeast areas...snowfall totals of up to 6 to 8 inches werereported. The greatest snowfall totals with this event occurred across the higher mountains of Baxter State Park where orographic enhancement helped produce accumulations of 12 to 24 inches.Winds gusting to 30 to 40 mph early in the event produced blowing and drifting snow. The gusty winds and heavy snow also combined to produce broken tree limbs which contributed to scatteredpower outages across the region.
