Law enforcement reported a tree down, or a large portion of a tree down, on the road in the vicinity of the intersection of A1A and Toney Penna Drive, requiring maintenance intervention for cleaning. This wind damage was in association with a cluster of thunderstorms that crossed portions of Palm Beach County during the afternoon hours. Estimated wind gust in the 50 to 60 kt (60-65 mph) range.

A tornado associated with the outer rain bands of Tropical Storm Bertha briefly touched down in northwest Warren County. The damage consisted of a destroyed outbuilding and numerous uprooted and snapped trees. In addition to a Tornado Debris Signature on the doppler radar, a convergent inflow pattern was noted in the tall grass that way laid downed in the tornado path.

Trained spotter reported flooding, south of Tradesville, on Old Camden Monroe Hwy, between Shiloh Unity Rd and SC Hwy 9, where the road crosses North Branch Wildcat Creek. Reported relayed via social media with a video showing the flooding. Times estimated.

A stream gauge on the Rocky River above Irish Buffalo Creek indicated flooding developed, mainly along tributaries of the river, including Back Creek, Irish Buffalo Creek, and Dutch Buffalo Creek after 2 to 2.5 inches of rain fell across Cabarrus County in around 12 hours. Multiple roads were inundated, including Stallings Rd, Poplar Tent Rd, Bowman-Berrier Rd, Mount Pleasant Rd, and Highway 200.

In the town of Pinch, the intersection of Indian Creek Road, South Pinch Road, and Quick Road became impassable due to high water. Similar high water issues occurred in Clendenin at the intersection of Thorofare Road and Bethmont Drive as well as the intersection of Elk River Road and Crabapple Lane. Also in Kanawha County, high water on 10th Street in Dunbar created travel issues just in time for the morning rush hour.

What this means

A best track is the record a warning agency settles on after the storm, not what it said at the time: position, maximum sustained wind and central pressure every six hours, revised against every observation that came in later. Category is the Saffir-Simpson scale, which runs from Category 1 at 64 kt to Category 5 at 137 kt and reads wind only, so it says nothing about surge or rain. Accumulated cyclone energy adds up the square of the wind through the storm's life, so it counts strength and duration together.
