What forecast offices wrote

From the Storm Events narratives, unedited.

Persistent moderate to heavy showers fell over portions of eastern Broward County, causing significant flooding. Reports of 2 to 3 feet of standing water on streets and parking lots were received from Oakland Park and Fort Lauderdale, mainly from Oakland Park Boulevard to Commercial Boulevard between NE 6th Ave and Federal Highway. Water was deep enough to come inside several homes and vehicles. Doppler radar estimated as much as 5 to 7 inches of rain over the affected area. The rains were not directly associated with Hurricane Wilma which struck the region 2 days later.

What this means

A best track is the record a warning agency settles on after the storm, not what it said at the time: position, maximum sustained wind and central pressure every six hours, revised against every observation that came in later. Category is the Saffir-Simpson scale, which runs from Category 1 at 64 kt to Category 5 at 137 kt and reads wind only, so it says nothing about surge or rain. Accumulated cyclone energy adds up the square of the wind through the storm's life, so it counts strength and duration together.
