* At 916 AM EST, Doppler radar indicated thunderstorms producing 
  heavy rain across the warned area. Between 1.5 and 2.5 inches of 
  rain have fallen. Additional rainfall amounts of 0.5 to 1 inch are 
  possible in the warned area. Flash flooding is ongoing or expected 
  to begin shortly.

  HAZARD...Flash flooding caused by thunderstorms.

roads. Find an alternate route.

.SHORT TERM...(Today through Sunday)

10Z sfc analysis shows a nearly stationary front nearby with a
wave of low pressure passing by to the north. This has lead to a
steady flow of warm and moist air into eastern Kentucky with the
boundary acting as a local focusing mechanism amid large scale
ascent. As a result, a train of cells, some with lightning, are
rolling over much of eastern Kentucky with heavy rain and the
potential for rotation given the high shear environment. A
tornado watch is in effect for western portions of the Cumberland
Valley for likelihood of better organized cells there. A flash
flood watch is in effect for the entire CWA with a long flood
advisory and smaller flash flood warnings currently active.
Temperatures in this situation are ridiculously warm for the start
of January in Kentucky - ranging from the upper 60s in the south
to the upper 50s in the north while dewpoints vary similarly from
the mid 50s north to the mid 60s south. Winds have been variable
with times of light readings but also a propensity for southwest
breezes of 10 to 15 mph and gusts up to 25 mph.

The models are pretty good agreement aloft through the short term
portion of the forecast. They all depict a broad full latitude
trough quickly moving into the High Plains today. This large
scale feature then tightens considerably over the Southern Plains
tonight - prolonging the deep layer southwest flow through
Kentucky to its downstream. The core of this feature then digs
through Dixie Alley and brings its axis of mid level energy into
Kentucky by 00Z Monday as more significant height falls arrive.
The GFS and NAM are most similar with this evolution and the
strength of the pattern compared to the ECMWF but those
differences are minimal over Kentucky. Accordingly, have favored
the blended NBM as the starting point for the grids, though with
considerable contribution from the CAMs consensus guidance for
PoPs and QPF in the near term.

Sensible weather will feature a very active period to start the new
year with flooding rains, gusty winds, and potential severe weather
today giving way to falling temperatures and colder conditions on
Sunday and snow that night. The flooding rains threat will linger
into tonight as the train of showers and storms continue with
only a small shift north then back south through the next 24
hours. It does appear that a wave will develop on the larger
system's front lingering the heavy rain and flooding potential
well into tonight. Very mild conditions linger south of the main
front today with record highs likely - despite the heavy rain and
storms around. The HRRR shows some higher wind gusts making it to
the surface from late morning into this afternoon across a good
portion of the Cumberland Valley with the higher terrain nearer to
Virginia also under the gun. Accordingly, have issued an SPS
addressing this concern, though the flooding rains remain the
chief worry through the short term forecast.

the main adjustments to the forecast from the NBM were to beef up
the PoPs and QPF through today and also to blend with the 90
percentile winds for higher sustained speeds and gusts this
afternoon more similar to the HRRR predictions. Temperatures
where only edited for spot specific values.

.LONG TERM...(Sunday night through Friday)
Issued at 545 AM EST SAT JAN 1 2022

A pivot toward a more true winter has arrived, as the long term
begins with a departing wave and associated cold front. An upper
level positively tilted shortwave will pivot across the Tennessee
Valley to start the period, bringing much cooler air to the region.
Guidance is in fairly good agreement with this transition, but the
GFS remains the most bullish with QPF. As such, have gone with a
solution closer to the blend. Soundings support a gradual transition
to snow Sunday night, as low levels are saturated and thermal
profiles fall below 0C. The best window of opportunity will come
late Sunday evening and to 12z Monday, but chances will decreasing
from west to east during this time. The biggest uncertainties remain
on how much lingering moisture there will be as temperatures
decrease Sunday evening. With anomalously warm temperatures felt
through the end of December and into the new year, it may be a
challenge for ground temperatures to support much accumulation,
particularly in the lower elevations. With that said, did bump up
accumulations atop the highest terrain (~2500ft+), as colder air
advects in much quicker in these locations. For this package, the
thinking is for minimal accumulations across the greater part of the
CWA, mainly on grassy surfaces. Elevations above 2500 feet could see
between 1-2 inches with locally higher amounts possible atop Black
Mtn.

Upper level zonal flow across much of the CONUS will then follow for
Tuesday and Wednesday, as a quickly passing surface high meanders
across the Ohio Valley. Into Wednesday, an upper level trough will
shift southeast out of Central Canada, supporting a low and stout
cold front at the surface. Timing with this transition vary quite
largely within operational models. The operational GFS suggests a
quicker progression, but lower QPF. The ECMWF and Canadian are a bit
slower, but suggest a better opportunity for PoPs. This is
replicated within ensemble cluster analysis as well, with 22% of
Euro members depicting a deeper trough aligned across the Mid
Mississippi Valley. However, 33% of GEFS members suggests this to be
aligned further north, across the Great Lakes and into the Ohio
Valley during the same time period. A similar case of post-frontal
precipitation transition will again be possible Thursday night, but
details remain too fine for any confidence. High pressure will then
arrive to carry us through the end of the period, with dry and very
cool weather expected.

Temperatures through the period will vary as a couple of
disturbances take aim at Eastern Kentucky. To start, Monday
afternoon highs will be chilly, in the mid and upper 30s and warming
into the upper 40s and low 50s by Wednesday. An approaching frontal
boundary will bring highs into the low and mid 40s Thursday, before
CAA limits highs Friday to the upper 20s and low 30s. As with highs,
lows will vary, but generally, be below average. Sunday night into
Monday will see values in the low to mid 20s, before further cooling
with the help of most clear skies, into the upper teens to lower 20s
Monday night. Return flow along with increasing cloud cover will
allow for a rebound Wednesday and Thursday, with lows these nights
ranging from the low to upper 30s. A passing cold front will then
bring lows ranging from the mid to upper teens Thursday night and
into Friday morning.

ISSUED AT 120 AM EST SAT JAN 1 2022

Mostly MVFR ceilings start the 06Z TAF period with poor flying
conditions expected through Saturday as periods of moderate to
heavy rain from showers and storms moving across the forecast
area. Ceilings will eventually drop to IFR by the early morning
hours of Saturday before probably slowly improving to MVFR
throughout the day. Visibilities will also be reduced at times,
especially during periods of moderate to heavy rainfall.
Southwesterly winds will be 5-10 kts through early Saturday
morning, increasing to 10-15 kts with gusts of 20-30 kts during
the afternoon and early evening. Wind shear will be possible at
times, but was left out of the TAFs as much of it will be
translated to the sfc with the heavier showers and storms.

...A strong thunderstorm will impact portions of north central Perry,
northwestern Knott, Floyd, central Breathitt and southeastern
Magoffin Counties through 630 AM EST...

At 551 AM EST, Doppler radar was tracking a strong thunderstorm over
Little, or 8 miles south of Jackson, moving east at 50 mph.

HAZARD...Winds in excess of 40 mph and pea size hail.

SOURCE...Radar indicated.

IMPACT...Gusty winds could knock down tree limbs and blow around
         unsecured objects. Minor damage to outdoor objects is
         possible.

  Flintville, Ned, Wilstacy and Dice around 555 AM EST.
  Noble, Hardshell, Rowdy, Press and Sikes around 600 AM EST.
  Buck, Daisydell, Lunah and Ary around 605 AM EST.
  Decoy, Elmrock, Lambric and Vest around 610 AM EST.
