.SYNOPSIS...
The remnants of Tropical Storm Fred will pass northwest of the
region through tonight then move into southern New England by
Thursday. A broad and slow moving upper trough will remain in place
across the region through the weekend. Meanwhile, tropical cyclone
Henri is expected to pass just offshore of the Mid-Atlantic region
and potential impact southern New England Sunday into Monday. A cold
front may approach the region next week.

&&

.NEAR TERM /THROUGH THURSDAY/...
The tornado watch was allowed to expire at 11 PM. While gusty
winds and lightning could continue along the main line in
southeastern PA, the primary hazard is shifting to heavy rain
and flooding. Already there are multiple flash flood warnings in
effect. Storms are moving along, however given the very high
precipitable water values (2.0-2.3 inches) they will produce
robust hourly rainfall rates. We have had reports of rain rates
of 3 inches per hour and more with some of these storms.

Fred's remnants are expected to track east-northeastward along
the Pennsylvania- New York border later tonight, then quickly
exits to the north and east. Showers and thunderstorms should
come to an end from southwest to northeast over the next 4 to 8
hours. Areas of low clouds will be in place into Thursday
morning, then breaks of sunshine increase. A few additional
showers or thunderstorms may develop mainly Thursday afternoon.

High temperatures Thursday look to be in the mid 80s across
Pennsylvania and northwestern New Jersey and closer to 90 across the
urban corridor and points south and east. It will remain rather
humid as well.

&&

.SHORT TERM /THURSDAY NIGHT THROUGH SATURDAY/...
Broad upper troughing will remain in place through Saturday in the
wake of Fred's remnants. Without a notable frontal boundary pushing
through in Fred's wake, the warm and humid airmass will remain in
place across the region. As such, diurnal convection chances will
remain both Friday and especially Saturday as enhanced low-level
moisture begins streaming in from the southeast. Have kept mention
of likely PoPs for Saturday across much of the interior areas where
upslope flow is more likely to aid in convective initiation. Surface
convergence could also be realized and maximized near the coast as
well. With lack of any substantial mid-level flow, the severe threat
with any thunderstorms should remain limited Friday and Saturday.
However, PWat values will remain high (on the order of 1.7"-2.0")
each day, thus any widespread or persistent convection could yield a
localized flash flooding threat, especially Saturday.

By late Saturday, tropical cyclone Henri (forecast to be a Category
1 strength Hurricane by NHC) will be making an approach to the
southern New England coast. Details on this system can by found in
the Long Term portion of this discussion.

Expect high temperatures during this period around normal in the mid
80s with lows slightly above normal in the upper 60s to around 70
degrees. Skies will remain mostly cloudy through the period. Light
westerly winds Friday will become southeasterly around 5-10 mph.

.LONG TERM /SATURDAY NIGHT THROUGH WEDNESDAY/...
The broad and weak upper troughing will persist through the weekend
as mid-level ridging builds across Quebec Saturday into Sunday. At
the surface, high pressure will be in place across the Canadian
Maritimes, Bermuda, and the central CONUS. This pattern (especially
Quebec ridging/Canadian Maritimes high pressure) will put the breaks
on any notable northward motion of tropical cyclone Henri is making
across the western Atlantic late Saturday into Sunday and send it in
a slow westerly drift toward the center of the upper troughing/weak
closed low centered across the upper Mid-Atlantic interior.
Therefore, I suspect we'll see a westerly trend in the forecast
track of Henri for this period potentially bringing it precariously
close to the southern New England or Long Island coasts Sunday
and/or Monday. In any case, Henri does appear to stay away from our
immediate coasts, however its proximity to our forecast area will
play a key role in how much precipitation/convection we get Sunday
and Monday. Have maintained chance to low-end likely PoPs for the
Sunday and Monday periods. Expect near to slightly above normal
temperatures with a north or westerly wind around 5-10 mph, stronger
near the coasts.

Predictability becomes quite low Tuesday and Wednesday. A weak front
may approach from the north as high pressure builds across the Great
Lakes. Have maintained a blend of guidance for this period including
slightly above normal temperatures and slight chance PoPs.

&&

.AVIATION /03Z THURSDAY THROUGH MONDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.

Tonight...VFR ceilings lower to MVFR, with areas of IFR
occurring overnight. Showers and a few thunderstorms will be
most widespread west and north of PHL, with RDG and ABE having
the lowest restrictions associated with them. Some showers,
perhaps a thunderstorm, will impact the ILG to PHL/PNE areas
this evening and overnight, with less confidence farther to the
south and east. Southeast winds diminishing to 10 knots or less
and shifting to the southwest. Low confidence regarding the
timing details.

Thursday...MVFR/IFR ceilings early improve to VFR. A shower or
thunderstorm cannot be ruled out with brief MVFR conditions
possible. Southwest winds of 5-10 knots, becoming west or west
northwest 10-15 knots. Moderate confidence.

Outlook...

Thursday night through Friday...Restrictions probable in the
overnight period in low stratus and/or fog. Gradually becoming VFR
during the daytime with scattered showers and thunderstorms
possible. Winds west to northwesterly 5 kts or less. Low confidence
on timing and spacial distribution of overnight restrictions and
showers and thunderstorms.

Saturday through Monday...Prevailing VFR, but scattered showers and
thunderstorms are forecast, especially during the daytime hours.
Winds southeasterly around 5 kts Saturday. Winds will become north
to northwesterly around 5-10 kts Sunday and Monday. Some patchy fog
is possible during the overnight periods. Moderate confidence
overall.

&&

.MARINE...
Generally sub-advisory conditions are expected today with south-
southeasterly winds from 15 to 20 knots with a few gusts reaching
close to 25 knots. Coverage of this doesn't look widespread enough
to warrant an SCA at this time. Winds turn more southwesterly
overnight. Seas from 2 to 4 feet.

Thursday...Sub-advisory winds expected tomorrow from 15 to 20 knots
out of the southwest. Seas from 2 to 3 feet.

Outlook...

Friday...Sub-advisory conditions expected. Winds becoming southerly
around 5-10 kts. Seas 2-4 feet. Afternoon and evening showers and
thunderstorms possible.

Saturday...Advisory conditions likely developing during this period
with seas rising near or over 5 feet Saturday or Saturday night.
Southeasterly winds 5-10 kts. Showers and thunderstorms probable.

Sunday through Monday...Tropical cyclone Henri will be making an
approach to the offshore waters during this period. Advisory
conditions likely, especially due to seas in the 5-10 foot range
possible. Northerly winds 10-20 kts with stronger gusts possible.
Showers and thunderstorms probable.

Rip Currents...

Long period southeasterly swells associated with distant Tropical
Cyclone Henri are forecast to build through the weekend,
significantly elevating the rip current risk through at least Monday.

For Thursday, we are expecting a MODERATE risk for the development
of dangerous rip currents for the New Jersey beaches and a LOW risk
for the Delaware beaches.

For Friday, there is a HIGH risk for the development of dangerous
rip currents for the Cape May County and Atlantic County beaches,
where confidence is currently the greatest, although this may need
to be expanded to other areas in a later update. A MODERATE risk
is currently forecast elsewhere.
