.SYNOPSIS...
Surface low pressure moves off the Outer Banks today as an
upper level low moves over the region. High pressure builds in
from the northwest tonight into Sunday.

&&

.NEAR TERM /UNTIL 6 PM THIS EVENING/...
As of 1030 AM EDT Friday...

Upper low with cold temperatures aloft is resulting in
widespread light to moderate rainfall with some wet snow mixing
with the rain or changing to all snow where precipitation is
heaviest. Public reports along with traffic cameras are showing
a rain snow mix along and west of I-85 this morning with a few
locations registering light accumulations on grassy and elevated
surfaces. Another area of snowfall has been reported along I-64
near Williamsburg. As this precipitation moves southward and
temperatures continue to cool rapidly aloft, expecting to see
more reports of rain/snow mix and periods of all snow through
the late morning and into the early afternoon before drier air
moves in from the north and precip comes to an end. Still not
expecting travel impacts from this snowfall with surface
temperatures above freezing and ground temperatures well above
freezing. That said, in areas where precip rates are highest, a
quick coating to up to an inch of snow is possible on elevated
surfaces as temps briefly cool to near freezing coincident with
the heavier precip rates. Any accumulation will be short-lived
after the precip ends with temps quickly rebounding above
freezing.

A NNE wind behind the cold front will increase through the morning
and remain elevated through the afternoon with gusts up to 45-55 mph
along the coast, 35-40 mph along the western shore of the Bay, and
25-35 mph farther inland. The wind advisory remains in effect
for the Atlantic coast of the Eastern Shore as well as coastal
SE VA/NE NC. Chesapeake in VA and Camden and Pasquotank counties
NC have been added to the wind advisory as well. Due to the
combination of gusty winds and ongoing precip, brief reductions
in visibility will be possible with any snow that is able to
make it to the ground.

Skies quickly clear by early afternoon from west to east as the dry
air takes over with mostly sunny skies for everyone except the far
SE by the afternoon. Sunshine will help temps rebound some, but the
extent to which is still unclear. For now, expect highs in the mid
to upper 40s.

.SHORT TERM /6 PM THIS EVENING THROUGH SUNDAY/...
As of 415 AM EDT Friday...

High pressure moves into the region Fri night into Sat and remains
over the region through Sun before moving off the NE coast late Sun
into Mon. The result will be dry weather through the weekend. Lows
Fri night will be much cooler with upper 27 NW and mid 30s SE. Lows
Sat night also cool in the low 30s for most and upper 30s to around
40 near the coast in the far SE. A warming trend will take place
this weekend as well with highs in the low to mid 50s Sat and
in the upper 50s to low 60s Sun.

.LONG TERM /SUNDAY NIGHT THROUGH THURSDAY/...
As of 430 AM EDT Friday...

A coastal trough may provide a few showers to the SE Sun night into
Mon, but there is low confidence with regards to how much (if any)
precip makes it inland. Dry Tues with another low confidence light
rain chance Tues night into Wed. Rain chances increase Thurs into
Fri as an area of low pressure is expected to develop in the Deep
South and move north. There will be a general warming trend through
the week with highs in the upper 50s to low 60s Mon, low to mid 60s
Tues, mid to upper 60s Wed, upper 60s to low 70s Thurs, and low 70s
(mid to upper 60s over the Eastern Shore) Fri. Lows will also
continue a warming trend with mid 30s W to the mid 40s E Sun night,
40s Mon and Tues nights, upper 40s to low 50s Wed night, and low 50s
Thurs night.

.AVIATION /19Z FRIDAY THROUGH WEDNESDAY/...
As of 215 PM EDT Friday...

Improving conditions across the terminals this afternoon as
upper level low pressure begins to move offshore. Radar shows
only a few lingering showers across the far southern portion of
NE NC with clearing skies progressing from NW to SE. All
terminals are VFR with the exception of ECG which should improve
over the next hour or two. Winds are out of the NE 15-20 kt
with gusts 25-35 kt, highest near the coastal terminals. NE
winds will continue through the period but will slowly decrease
through the rest of the afternoon into the evening.

OUTLOOK...
High pressure builds into the area from the north tonight into
Sun. Low pressure is progged to linger off the southeast and Mid
Atlc coast early next week.

.MARINE...
As of 250 PM EDT Friday...

Low pressure and associated cold front continue to move E/SE away
from the area and high pressure is building in from the NW. Strong
N/NE winds continue this afternoon, 25-30 kts with gusts of 35-40
kts. Winds will subside tonight and overnight as the pressure
gradient relaxes. By Saturday morning winds will be 15-25 kts
continuing out of the NE. Waves in the bay 5-7 ft this afternoon
subsiding to 3-6 ft by Saturday morning. Seas 8-12 ft north and 10-
15 ft south subside to 5-8 ft north and 9-12 ft south by morning.

The Gale Warning for the rivers (excluding the lower James) was
converted over to a SCA that runs until 11Z Saturday. Gale Warnings
continue for the remaining waters through this evening and then will
be converted to SCA from north to south as Gale conditions subside.

Strong high pressure builds into New England this weekend, and a low
pressure system develops off the Florida coast and slowly drifts NE
this weekend into early next week. SCA's are likely to continue
through much of the weekend for elevated seas over the coastal
waters and possibly the mouth of the bay. Seas expected to build
again early next week as the low passes by off the Mid-Atlantic
coast.

.HYDROLOGY...
As of 300 PM EDT Friday...

Due to recent heavy rainfall, rises are expected today and
through the weekend on area rivers. Minor flooding is forecast
for the Meherrin river near Lawrenceville and Nottoway river
near Stony Creek. Flood warnings were issued for both rivers.

.TIDES/COASTAL FLOODING...
As of 300 PM EDT Friday...

Coastal Flood Warning for the NC Outer Banks for the next 2
high tides (this aftn and again early Sat morning). Elsewhere,
Coastal flood Advisory for the lower bay for this afternoons
high tide where water levels should remain in minor flood levels.
For the most part, most locations in the lower Bay/James and
adjacent to the Atlantic coastal waters from Northampton Co VA
on south are expected to reach well into minor flood thresholds
with some potential for moderate flooding remaining with the 2nd
high tide late tonight/Sat morning and therefore have
maintained the Coastal Flood Watch for that period tonight into
Sat morning.

There is some potential for the water to get trapped in the Bay
and spread N to the mid/upper Bay by late Sat morning/aftn so
additional Coastal Flood Advisories may be needed farther to the
north of the current headlines. The chance for moderate
flooding appears very limited at this time in these areas so
did not extend the Coastal Flood Watch to the north and will
allow later shifts to add advisories as needed.

In addition, large breaking waves will likely result in beach
erosion today and into the weekend. Damage to dune structures
is expected across the nrn Outer Banks. High surf advisory
issued for surf zone waves of 8-10 feet into Saturday morning
over the northern Atlantic coast, and to Saturday afternoon
over Virginia Beach and northern Outer Banks NC.

            AN NWS STORM SURVEY CONFIRMED THAT AN EF-0
            TORNADO TOUCHED DOWN IN THE TOWN OF WALTERS.
            THE MAXIMUM WIND SPEED WAS ESTIMATED TO BE
            85 MPH. THE TORNADO WAS ON THE GROUND FOR
            APPROXIMATELY 4 MILES, AND HAD A MAXIMUM
            PATH WIDTH ESTIMATED AT 150 YARDS.
