* From early Saturday until further notice.
* At 2 AM Friday the stage was 16.9 feet...and falling.
* Minor flooding is forecast.
* Flood stage is 17.0 feet.
* The Oconee River has fallen below flood stage and will continue to fall
  this morning. However with additional rainfall expected, the river will 
  begin rising this afternoon and evening and rise above flood stage by early Saturday. It will continue to rise to near 19.9 feet by Tuesday morning.
* At 19.0 feet...The water level begins to flood the dirt parking lot
  area near the Old Balls Ferry Road boat ramp...just upstream and 
  rightbank from the Georgia Highway 57 bridge. Minor flooding 
  continues and spreads further into the woodlands near the river.
* This crest compares to a previous crest of 20.0 feet on Nov 18 2018.

* At 30.0 feet...Minor flooding continues to expand further into the 
  woodlands and pasture upstream and downstream from the gage near 
  the Georgia Highway 22 and 24 bridge. Fishing Creek backs up and a 
  few buildings along the creek will be flooded. Also Tanyard Branch 
  Stream between East Thomas and East Charleston Streets in 
  Milledgeville will flood. Sinclair Dam will likely have four to 
  five gates open to reach this height.

  Forsyth County to Alpharetta and Roswell in north Fulton County. 
  Additional portions of The Big Creek Greenway have minor flooding 
  with 1 to 2 feet of water. Most of the walking and biking paths 
  will be closed...especially upstream and downstream from the gage 
  on Kimball Bridge Road and near Rock Mill Park. Portions of the 
  YMCA Campground off Preston Ridge Road will flood.

  portions of the River Walk in Columbus will be flooded up to 3 feet
  deep. The water level reaches the top of the boat ramp behind the 
  Columbus Convention and Trade Center. The Phenix City Amphitheater 
  in Alabama will be flooded up to two feet deep. Portions of the 
  River Walk in Phenix City will begin to flood.

SHORT TERM /Tonight through Friday Night/...
Starting out with a brief lull in precip coverage late this
afternoon, then should gradually pick up in rain intensity and
coverage as the moisture transport ramps up ahead of an amplifying
upper low to the west. QPF overall does not look much different than
previous given general consensus of guidance with the heaviest
period between 06z and 18z Friday. Adjusted latest WPC amounts
slightly given this and keeping some consistency. See hydro section
below for more details and will keep current Flash Flood Watch going
thru Friday.

Otherwise given the strong dynamics expected east of the cutoff low
for Friday, a slight chance thunder was included in portions of
central and eastern Georgia for any elevated CAPE attainment, which
could extend farther north with future updates. Wrap around moisture
flirts with portions of the north Friday night so maintained some
slight to chance pops, and while thermal profiles cool it should
stay as shallow rain showers at the end of the short term though
cannot rule out some light rain to snow transition for the higher NE
elevations before all has exited Saturday morning but little to no
impacts expected.

LONG TERM /Saturday through Thursday/...
A much-needed break from all the rain is in sight beginning this
weekend! The area will be on the backside of strong storm system
moving offshore of the Mid Atlantic/Northeast region Saturday. Aside
from some low clouds and spotty light showers along the higher
elevations of north GA early Saturday, dry conditions will prevail
as high pressure builds overtop the area by Sunday. Temperatures
will cool to more seasonal levels for early January but are still
running a few degrees above normal.

Heading into the first part of next week, a fast-moving system will
cross the northern CONUS Monday/Tuesday. As this occurs, the tail
end of a weak front will cross the area which could trigger a few
light showers, but not expecting more than 1/4 inch (if that) of
rain out of this system. After that, dry conditions once again
prevail for the remainder of the week as high pressure is in control
of the region. Temperatures, though closer to normal, will continue
to run a few degrees above normal.

HYDROLOGY...
Additional rainfall amounts of 1 to 2 inches are possible through
Friday, particularly over a wide swath on either side of the I-85
corridor. Locally higher amounts are possible. A Flash Flood Watch
continues for this evening through Friday. Soils remain saturated
and these rainfall amounts will cause issues.

Minor flooding of some of the larger creeks or rivers is likely with
the expected storm total rainfall amounts and should be monitored
closely. Quickly accumulating rainfall can produce widespread minor
flooding of smaller, fast-responding creeks, and moderate flooding
may be possible.

00Z UPDATE...

A potpourri of cig conditions across the ATL are terminals this
evening with LIFR to VFR conditions in and out at less than one
hour intervals. Models in agreement in conditions becoming more
uniform and deteriorating to LIFR after 02Z. Should be some slight
improvement as heavier line of SHRA moves in after 06Z. Further
improvement by mid morning as SHRA threat ends from west to east
through the afternoon hours. A change to SW winds also expected
after 16Z for ATL and surrounding terminals with low end gusts
likely by mid afternoon.

This Hazardous Weather Outlook is for portions of North and Central Georgia.

.DAY ONE...Tonight...

Low clouds, patchy fog and intermittent light rain or drizzle will
persist into the evening hours.

After midnight, heavier rain will begin to affect much of west-
central and north Georgia, where 1/2 to 1 inch is possible by
daybreak. Localized flooding of urban, low-lying or poor drainage
areas will start to occur toward daybreak as the rain increases
overnight. A Flash Flood Watch is in effect beginning this evening
and continues through Friday.

.DAYS TWO THROUGH SEVEN...Friday through Wednesday...

Rain will continue into Friday, especially during the morning, and
may be heavy at times. An additional 1 to 1.5 inches is likely
across the area.  This amount of rain will certainly result in more
widespread flooding of creeks, small streams and eventually rivers.
There is also the risk for localized flash flooding where waters
rise in a very short period of time. If you encounter flood waters
in a vehicle, TURN AROUND DON'T DROWN!

By Friday afternoon and evening, the heavier rain will push east of
the area and drier air will start to move in.

Spotter activation will not be needed through tonight for any severe
weather but spotters are encouraged to report rainfall amounts and
flood issues.
