...A Flood Warning continues for portions of the following waterways 
in Indiana...

  Big Blue River...Buck Creek...Driftwood River...East Fork White 
  River...Flatrock River...Haw Creek...Mississinewa River...Wabash 
  River...White River...Youngs Creek...


.Flooding is developing along rivers and creeks in central and 
southern Indiana as a result of copious rainfall Wednesday night 
and Thursday.  Radar estimates show up to nearly three inches of 
rain fell over the past 24 hours ending at 8 PM EDT Thursday, 
heaviest along and southeast of a line from Vincennes to Greencastle 
to Muncie.  This is on top of lighter rainfall that fell 
Wednesday.  Rain will continue to diminish overnight, leaving dry 
weather until Sunday.  Significant flooding is not expected. 
Flooding will affect some local and state roads...agricultural 
land and some river parks.


Precautionary/Preparedness Actions...

Motorists should never drive into flood water. Turn around and go 
another way. Keep children away from flooded areas. Recreational and 
agricultural interests should remain alert to changing river 
conditions.

* Forecast...It will continue rising to near 14.2 feet by late 
  tonight then begin falling.
* At 14.0 feet...State Road 1 south of the intersection with SR 28 in 
  western Randolph County is impassable.  Extensive agricultural 
  flooding in progress.  At least a few county roads flooded 
  including West CR 825 east of SR 1 and West River Road west of SR 
  1.

  auto parts yard in Carthage.

  falling. It will fall below flood stage late tonight.
* At 9.5 feet...Flooding in progress along Buck Creek in southeast 
  Marion and northwest Shelby Counties.  Flooding primarily affects 
  agricultural land and some recreational areas.  Flooding of Shelby 
  CR 700N one quarter of a mile east of Shelby CR 875W may begin at 
  this level especially if Sugar Creek at New Palestine is 7 feet or 
  higher.

* At 10:30 PM Thursday the stage was 8.6 feet.
* Flood stage is 11.0 feet.
* Minor flooding is forecast.
* Forecast...Rise above flood stage by Friday afternoon and continue 
  to rise to near 13.1 feet by Saturday morning.  It will fall below 
  flood stage by Sunday morning.
* At 13.2 feet...Lowland flooding in progress along Driftwood River in
  northern Bartholomew County on April 6, 2011. Double Y Saddle Club 
  area flooded.  At least 6 inches of water flowing over CR 950N to 
  Club. Water is less than one foot away from CR 330W just south of 
  its intersection with Ohio Ridge Rd. CR 500N west of CR 250W is 
  flooded blocking vehicular access to residences near the river 
  bank. Lowell Public Access site is open but ramp is totally 
  flooded. Water close to one residence at Shelby CR 1000S and CR 
  900W.

* At 10.0 feet...Every Bartholomew county road that approaches or 
  crosses the East Fork White River including Southern Crossing is 
  affected by flood waters. County Road 800 S is extensively flooded 
  in southern Bartholomew County. Mill Race Park in Columbus is 
  extensively flooded. Flood waters on SR 11 in the southbound lane 
  about 1 mile north of CR 800 S.

  rise to near 16.5 feet by Sunday morning.  It will fall below flood
  stage by Tuesday afternoon.
* At 16.4 feet...State Road 258 remained open after the river 
  rebounded quickly to this level in June 2010.  State Road 258 had 
  been flooded a few days earlier after river crested at 17.9 feet.

* At 10:30 PM Thursday the stage was 10.4 feet.
* Flood stage is 20.0 feet.
* Minor flooding is forecast.
* Forecast...Rise above flood stage by Monday afternoon and continue 
  to rise to near 21.1 feet by Tuesday evening.  It will fall below 
  flood stage by Thursday November 08.
* At 20.5 feet...Lawrenceport Road just east of Lawrenceport and on 
  the south side of river begins to flood around this level.  By 22 
  feet this road is impassable.  During typical floods in this 
  area...this portion of the road can be flooded by 5 to more than 10
  feet of water.  During the January 2005 flood...this area would 
  have been near the "bottom" of the river...underwater by nearly 17 
  feet.  In the great March 1913 flood...more than 25 feet of water 
  would have covered this location.

  Franklin and CR 250 S west of US 31 closed by high water.   Amity 
  ditch is out of its banks.

* from Sunday morning to Wednesday afternoon.
* At 10:30 PM Thursday the stage was 8.8 feet. This is 2.0 to 2.5 
  feet higher than the observations from the old legacy gauge.
* Flood stage is 16.5 feet. This is 2.5 feet higher than flood stage 
  from the old legacy gauge.
* Minor flooding is forecast.
* Forecast...Rise above flood stage by Sunday morning and continue to
  rise to near 17.6 feet by Tuesday morning.  It will fall below 
  flood stage by late Tuesday night.
* At 17.5 feet...A few sloughs and a drainage have water in them in 
  the vicinity of SR 63 on the west side of the Wabash River.

* Forecast...It is forecast to rise above flood stage Saturday 
  afternoon, crest at 17.1 feet late Tuesday night, and then fall 
  below flood stage by Wednesday evening.
* At 18.0 feet...Seep water occurs behind levees on Indiana side.  
  Hutson Creek begins to overflow from backwater.  Old Darwin Road 
  and a few rural roads in eastern Clark and Crawford counties in 
  Illinois are impassable.  Low agricultural land floods.

* Flood stage is 15.0 feet.
* Minor flooding is forecast.
* Forecast...Rise above flood stage by Sunday morning and continue to
  rise to near 15.9 feet by Wednesday afternoon.  It will fall below 
  flood stage by Wednesday evening.
* At 16.0 feet...Some agricultural lands underwater.  A few rural 
  roads in Crawford County, Illinois close as water backs up Minnow 
  Slough.  High water affects campground at Leaverton Park in 
  Palestine.  A few private roads near the Gill Township levee in 
  Sullivan County may flood.  Water level is at the top of most 
  makeshift levees.

.SYNOPSIS...
Issued at 119 PM EDT Thu Nov 1 2018

Widespread rain and windy conditions will persist through this
evening with a frontal system stretching across the Ohio Valley.
The rain and wind will diminish tonight though as that frontal
system pushes into the northeast U.S. and high pressure
strengthens over central Indiana. Dry and cool conditions will
then prevail for Friday and Saturday before additional rain
chances return late this weekend/next week with a series of low
pressure systems.

.NEAR TERM /Tonight/...
Issued at 911 PM EDT Thu Nov 1 2018

Radar loop indicates deformation zone related rainfall across
northwest Indiana. Short term model guidance suggests this zone
will pivot over the northwest zones later tonight, exiting the
area during the pre dawn hours of Friday. Should see
precipitation diminish in coverage by that time.

Previous forecast in line with this thinking. Only some minor
tweaks made on the update.

Previous discussion follows.

Widespread rain showers will continue to affect central Indiana
into tonight with two areas of low pressure along a frontal
boundary stretching from western Kentucky northeastward through
the Ohio Valley. So, will continue to carry headlines for flooding
through this evening, but some clearing to the west per latest
satellite imagery could reduce additional rainfall amounts.

As the aforementioned frontal boundary shifts farther northeast
late this evening, drier air will expand into central Indiana from
the southwest, diminishing rainfall from southwest to northeast
through the night. Anticipate all rain to be out of the forecast
area before daybreak though when the trailing upper low also
exits the area. Meanwhile, overnight lows will be in the low 40s.

.SHORT TERM /Tomorrow through Sunday/...

Dry but cool conditions are expected to prevail tomorrow.
However, this is only a low to moderate confidence forecast since
light rain showers cannot completely be ruled out at times as the
next upper low digs into the area, especially across southern and
eastern portions of the forecast area. The latest blended
initialization was struggling to capture the pattern and did hint
at low chance pops across southern and eastern portions of the
forecast area, but will, however, trend toward a dry forecast for
now for Friday unless moisture and/or dynamics improve.

Confidence is much higher though for a dry and sunny day on
Saturday as the upper trough shifts farther east and weak ridging
forms aloft. Highs will top off in the 50s on Saturday after a
chilly Friday night in the mid 30s. Increasing cloud cover ahead
of the next system on Saturday night will keep overnight lows in
the low to mid 40s that night.

Sunday, rain showers will expand from west to east across central
Indiana as the next low pressure system enters the Midwest. Warm
advection ahead of the system though will bump daytime highs into
the upper 50s/low 60s on Sunday.

.LONG TERM /Sunday Night through Thursday/...

Wet weather looks to return to Central Indiana for the start of this
period. The ECMWF shows a surface low over the plains states pushing
a warm front toward Central Indiana on Sunday Night before  Arriving
in Central Illinois on Monday night into Tuesday. Broad cyclonic
flow appears to remain in place within the lower levels during this
period. Meanwhile a broad trough is suggested aloft with a
negatively tilted axis passing across the area on Sunday night and
again on Tuesday night. Thus with ample dynamics available. Have
kept the pops in the forecast as suggested by forecast builder.

The ECMWF suggests a broad trough in place across the region on
Wednesday and Thursday. However the lower level appear a bit less
favorable for precip a Strong High pressure builds across the Plains
states and provides dry NW surface flow. Thus will stick with the
dry pops for now...but will be mindful of possible upper support
with the trough aloft.

.AVIATION /Discussion for the 020300Z KIND TAF Update/...

Will make some adjustments to the wind forecast for the next few
hours, based on current observations. Rest of the forecast looks
OK at this time. Previous discussion follows.

Short term models suggest decent lift will continue over the
terminals until about 020400Z-020500Z, so expecting areas of IFR
ceilings and visibilities due to rain and fog to linger into the
late evening hours. The IFR conditions may tend to decrease in
coverage with time as the precipitation lightens up and the low
level flow slowly backs.

Generally MVFR ceilings expected later tonight, although it
appears these ceilings may tend scatter out at times by the early
morning hours of Friday, especially over the western terminals.

Frequent surface wind gusts 20-25 kts from 360-020 degrees
expected to diminish by the late evening hours as the pressure
gradient relaxes. Surface winds should slowly back around to
280-300 degrees at 4-7 kts by sunrise Friday.
