DIVERGENT UPPER FLOW FIELD ON THE SOUTHERN PERIPHERY OF A BROAD
CLOSED LOW CENTERED NEAR HUDSON BAY APPEARS TO BE SUPPORTING
ACTIVITY...WHICH IS EXPECTED TO GRADUALLY INCREASE WHILE PROPAGATING
OFF THE HIGHER TERRAIN BETWEEN NOW AND 17-19Z.
