ALTHOUGH THE 00Z OUN RAOB WAS QUITE CAPPED...MODIFIED TOP RAOB
SUGGESTS INSTABILITY IS WEAK /MLCAPE NEAR 500 J/KG/ BUT SUFFICIENT
FOR TORNADO AND DAMAGING WIND THREATS GIVEN PRESENCE OF EFFECTIVE
