THE NATIONAL WEATHER SERVICE HAS ISSUED A

* FLASH FLOOD WARNING FOR THE FOLLOWING COUNTIES...
  KERR
  KENDALL
  BANDERA

* UNTIL 300 PM CST

* AT 1203 PM...WEATHER SERVICE DOPPLER RADAR INDICATED VERY HEAVY
  RAIN BETWEEN BANDERA...KENDALIA AND KERRVILLE WITH RAINFALL RATES
  AROUND AN INCH.  

THIS RAINFALL WILL CAUSE STREAMS TO RISE AGAIN CAUSING FLASH 
FLOODING.  



EXCESSIVE RUNOFF FROM THIS STORM WILL CAUSE FLASH FLOODING OF SMALL
CREEKS AND STREAMS...HIGHWAYS AND UNDERPASSES. ADDITIONALLY...COUNTRY
ROADS AND FARMLANDS ALONG THE BANKS OF CREEKS AND STREAMS AND OTHER
LOW LYING AREAS ARE SUBJECT TO FLASH FLOODING.

A FLASH FLOOD WARNING MEANS THAT FLOODING IS OCCURRING OR IS
IMMINENT. MOST FLASH FLOOD DEATHS OCCUR IN AUTOMOBILES. DO NOT
ATTEMPT TO CROSS BRIDGES...DIPS...OR OTHER LOW SPOTS IF WATER COVERS
THE ROADWAY. NEVER TRY TO CROSS A FLOWING STREAM...EVEN A SMALL
ONE...ON FOOT. TO ESCAPE RISING WATER MOVE UP TO HIGHER GROUND.

1020 AM CST FRI NOV 16 2001

LATEST MSAS SFC ANALYSIS DEPICTS A WEAK MESO LOW NEAR DRT RIO.  THE
BEST LOW LEVEL MOISTURE MOISTURE CONVERGENCE IS OCCURRING ACROSS
DEEP SOUTH TEXAS FROM ZAPATA TO SARITA.  THIS WILL LIMIT THE THREAT
OF SEVERE TSTMS THIS AFTERNOON.  HOWEVER THE THREAT OF HEAVY
RAINFALL WILL CONTINUE THIS AFTERNOON WITH PWS OF 1 TO 1.25 INCHES
ACROSS THE CWFA.  ANOTHER IMPULSE FROM THE UPPER LOW WILL PROVIDE
THE LIFTING MECHANISM FOR ADDITIONAL SHOWERS AND THUNDERSTORMS THIS
AFTERNOON AND EVENING.

THE 12Z MESO ETA IS THE MODEL OF CHOICE AND IT FCSTS THE UPPER LOW
OVER SE NEW MEXICO TO BEGIN TO SLOWLY LIFT OUT TO THE NE TONIGHT.
STILL EXPECT ANOTHER LOBE OF VORTICITY TO SWEEP ACROSS THE CWFA
EARLY SATURDAY MORNING INTO THE AFTERNOON.  THE HEAVY RAIN THREAT
SHOULD END BY SATURDAY EVENING.

THE FLASH FLOOD WATCH CONTINUES IN EFFECT THIS AFTERNOON AND WILL
LIKELY BE EXTENDED AT LEAST THRU TONIGHT ON THE AFTERNOON UPDATE.
