IN EAST CENTRAL KANSAS ...WESTERN DOUGLAS COUNTY...NORTHERN OSAGE COUNTY ...SOUTHEASTERN SHAWNEE COUNTY ...HEAVY RAIN WAS LIKELY CAUSING FLASH FLOODING OVER SOUTHEAST SHAWNEE NORTHERN OSAGE AND EASTERN DOUGLAS COUNTIES... RAINFALL ESTIMATES OF NEARLY THREE INCHES WAS NOTED OVER THE WARNED AREA. THIS WOULD INCLUDE THE WAKARUSA DRAINAGE AREA. RESIDENTS OF RICHLAND AND CARBONDALE SHOULD TAKE NECESSARY PRECAUTIONS AND MOVE TO HIGHER GROUND IF YOU'RE IN AN AREA PRONE TO FLASH FLOODING. MOST FLOODING DEATHS OCCUR IN AUTOMOBILES.
