What happened

The episode as NWS CTP wrote it up.

A strong area of low pressure west of Pennsylvania during the evening hours of February 15, 2025 slowly drifted eastward into central Pennsylvania throughout the day on February 16th. The area of low pressure began to stall out across central Pennsylvania and deepen, allowing for an increased pressure gradient to set up across the area, with ample moisture being advected from the Atlantic Ocean under easterly winds. This allowed for widespread snow showers to begin across central Pennsylvania on February 16th during the early morning hours and continuing into the evening hours. Strong to high winds were observed across central Pennsylvania, highest across the Laurel Highlands with descending westerly flow from higher elevations and the Lower Susquehanna Valley near the tightening pressure gradient as the low pressure system continued to strengthen as it began moving offshore the New Jersey coast. In Somerset County, a combination of upslope moist flow and the tightening pressure gradient caused multiple hours of low visibilities from snowfall and blowing snow along with multiple hours with winds gusting over 40 mph, meeting blizzard conditions during the evening hours of February 16th. Damage from winds was observed across the Lower Susquehanna Valley, along with Bedford and Blair Counties where downsloping winds knocked down multiple trees and wires, knocking out power for portions of these counties.

.SYNOPSIS...
* Freezing rain across much of Central and Northern PA will
  result in slippery roads and hazardous travel overnight; A
  changeover to rain is expected Sunday morning
* Turning very windy and colder with snow showers Sunday
  afternoon into Monday; single digit-subzero wind chills early
  next week
* Temperatures projected to remain below the historical average
  next week with the potential for a winter storm Wed-Thu

.NEAR TERM /UNTIL 8 AM THIS MORNING/...
Passage of the LLJ Axis and slight veering of the low to mid
level wind gave us a 6-8 hour period of much lighter precip
late this afternoon and early tonight.

Backing flow aloft and deep layer moistening linked to the
development of a coupled jet circulation will transport another
area of light to moderate rain (with areas of FZRA) across the
region (focused across the NW half of the CWA) where an
additional 0.50 to 0.75 of an inch of QPF is expected.

Localized point amounts of rain near 1.0 inch are possible,
which will greatly ripen the several inches of snowpack in that
area and increase runoff into small streams and creeks, leading
to significant rises from the currently low stages (NW), but
likely staying below FS. Better runoff and the potential for
flooding is somewhat higher across portions of the Laurel
Highlands.

Temps late this evening are holding tough in the 30-33F range
(with mid and upper 20s common across the mountains North of
KIPT). This will support a continuation of light FZRA and Rain
through 06Z Sunday with slightly above freezing air first
moving north into the Lower Susq Valley and Warren County in the
NW. With temps hovering near to slightly below freezing across
most of the southern PA counties outside of the Lower Susq
Valley, decided to extend the Wint Weather Advisory through 4 AM
EST Sunday, and maintain the 14Z Sunday expiration time across
the Northern half of the CWA.

Periods of moderate FZRA are expected after 06Z across portions
of the Northern Mtns where another 0.2 of an inch of ice is
probable.

HREF has been handling the ptypes quite well and expect a fairly
steady and gradual changeover (southwest to northeast) from
sleet/zr to zr/rain or just plain rain this evening through
tonight.

Freezing rain/ice will be primarily confined to the ridgetops
tonight with max ice accum north of the PA Turnpike and between
US-219 and I-99/US-220.

.SHORT TERM /8 AM THIS MORNING THROUGH MONDAY NIGHT/...
Noteworthy changes or callouts in the short term include:

1. Addition of winter wx advisory for the Laurel Highlands with
upslope snow accum 2-4+" between 1PM Sunday and 3PM Monday

2. Kept high wind watch unchanged for now with peak gusts most
likely in the 55-60 mph range

3. CNFP1 -- Forecast crest increased by ~2.5ft to 11.1ft or
within 1ft of minor flood stage on the Youghiogheny River at
Confluence

4. Potential for cold wx advisory as arctic air returns to CPA
Monday night into Tuesday morning

Previous Discussion:

Mild and showery weather is expected early Sunday, as the
region breaks into the warm sector Sunday afternoon, ahead of
low pressure lifting across the Eastern Grt Lks. In all, liquid
equivalent precipitation totals should be between 1 and 1.5
inches across the entire forecast area by Sunday afternoon, with
the highest totals expected in Somerset County. The combination
of rain and snow/ice melt could lead to some areal flooding
concerns there Saturday night into Sunday night. In coordination
with neighboring offices, a Flood Watch remains in effect for
Somerset County for the potential of areal/small stream flooding
there, but most indications are that the main flooding threat
will remain to our southwest in the Ohio Valley.

A strong cold front will sweep through the region late Sunday
afternoon into the early evening, ushering in gusty winds, a
period of rain changing to snow, and dramatically colder
temperatures. Highs ahead of the front are likely to reach the
mid 50s in southeast PA Sunday afternoon. A rumble of thunder or
two are also possible in southeast PA, where a few hundred J/kg
of MLCAPE could generate some lightning. After the cold front
moves through, there is very high confidence in a 24-30 hour
period of quite strong/gusty west to west-northwest winds
sustained at 20-30 mph with gusts of 45-60+ mph from Sunday
afternoon through Monday. BUFKIT soundings support mixing to at
least 850mb Sunday evening through Monday, tapping into a strong
60kt jet. A period of very strong gusts immediately behind the
front will be followed by a prolonged stretch of gusty winds
that will continue Sunday night and into Monday afternoon. Have
issued a High Wind Watch for all but Warren County, where the
risk for 50kt gusts is high enough to warrant a Watch. A Wind
Advisory (40+ kt gusts) is a sure bet for the entire region, but
High Wind Warnings will likely be needed for a portion of
Central PA Sunday evening into Monday.

As cold air pours in behind the front, scattered snow showers
will be flying for Sunday night into Monday as the DGZ lowers to
occupy much of the thick stratocu layer. Narrow LES streamers
could penetrate the CWA as far SE as the Lower Susq Valley given
a well-aligned low to mid level flow averaging around 50 KTS. A
prolonged upslope snow event in the Laurels could result in some
accumulations over 3" there on the ridgetops by Monday afternoon
and a Winter Weather Advisory may be needed. The combination of
snow showers and gusty winds could also combine to produce
blizzard-like conditions at times Sunday night into Monday.

By Monday morning, temperatures will have dropped 20 degrees
from Sundays highs, and daytime wind chills Monday will range
from zero to 5 below over the N Mtns, to the teens in the Susq
Valley. Winds will gradually taper off Monday afternoon and
evening as high pressure builds in.

All guidance points to cold and mostly dry weather Monday night
into mid week associated with an elongated upper trough over the
Northern CONUS and surface ridging over PA. Ensemble 2m temp
anomalies indicate the coldest air relative to normal will be
over the NW Mtns, where highs Tues are likely to be in the lower
teens. Max temps over most of Central PA should be in the 20s
both Tue and Wed. EPS 2m temp plumes continue to support single
digit min temps Tue/Wed over the Alleghenies. Winds may remain
high enough early Tue AM to result in wind chills around
-10F over the N Mtns.

.LONG TERM /TUESDAY THROUGH SATURDAY/...
Chilly/cold temps are in store for much of next week. Max temps
over most of central PA should be in the 20s both Tue and Wed.
EPS 2m temp plumes continue to support single digit min temps
over the Alleghenies.

The focus Wed PM into Thursday is a potential East Coast snow
storm associated with the phasing of a southern stream shortwave
and a deepening upper low over the Upper Midwest. The mean
surface low track of the 18Z EPS/GEFS track the intensifying
surface low too far east to significantly impact Central PA.
However, there remains plenty of uncertainty inherent in a Day
5-6 forecast and there are a sizable minority of EPS members
that track the storm much closer to the coast, which could
result in widespread heavy snow across the region. NBM POPs
around 60pct seems prudent at this point Wed PM into Thursday.

Blustery and cold weather looks very likely to close out next
week, as the intensifying low heads NE into the N. Atlantic.

.AVIATION /06Z SUNDAY THROUGH THURSDAY/...
Forecast challenge overnight will be the lingering precipitation
and the timing of the transition from -FZRA/-FZDZ over the
central mountains to plain rain. This should occur in the first
few hours of the forecast period.

Some patchy IFR to LIFR in FG will devdelop as well as the warm
air moves over the earlier snow cover and icy ground.

Winds will pick up from the south through the morning hours as a
frontal boundary moves toward the area.

Cold air returns to BFD Sun aftn after the cold front passes. The
gusty NW wind will make some -SHSN off the lakes and with the
help of the upslope flow. These will last into Sun night for BFD
and Monday AM for JST where the IFR will last the longest.

The wind will likely gust over 45 mph at most TAF sites Sunday
afternoon and night and last into Monday as sharp pressure rises
help to augment the already gusty westerly wind. High Wind
Watches cover all of Central PA for the potential of even higher
gusts of 55 to 60 mph.
