What happened

The episode as NWS LZK wrote it up.

A steep cold front a few days prior to this episode and an Arctic surface high pressure in the Central Plains region would lead create a situation where much of Arkansas was at or below freezing for a few days prior to this episode. In tandem a surface high pressure across the Deep South region of the CONUS and a warm front along the coastlines of Texas, Louisiana, Mississippi, and Alabama would lead to moisture via isentropic upglide to be advected into Arkansas. The majority of northern and central Arkansas would reach Winter Storm Warning criteria with sleet and snow that accumulated to over a foot in Polk County. Across much of the southern portion of Arkansas, the predominately precipitation type remained rain and then freezing rain where several counties met Ice Storm Warning criteria.
