What happened

The episode as NWS CRP wrote it up.

An upper level ridge continued to build over south Texas from the 15th to the 19th. Above normal humidity and hot temperatures provided excessive heat conditions across the coastal plains to the Brush Country starting on the 15th. Maximum heat index values reached 125 degrees in Kingsville and 120 in Corpus Christi on the 15th, and 129 degrees in Kingsville and 125 degrees in Corpus Christi on the 17th. Record high temperatures occurred across parts of south Texas during the period with Laredo reaching their all-time record high of 115 degrees on the 19th. Cotulla reached 116 degrees on the 19th. The excessive heat from this period led to heat related illnesses and deaths across south Texas. By the end of the month, there were 10 fatalities in Laredo and 2 in Beeville.

Dewpoints have not mixed as much as expected over the past couple
of days over the western Brush Country. With high temperatures
around 109 this afternoon, expect heat index values will be above
115 degrees for this area and have included Webb and La Salle
Counties in the Excessive Heat Warning.

.SHORT TERM...
(Today through Friday)

A persistent and slowly amplifying upper level ridge is centered
across Mexico and will build northward through tomorrow. Very
anomalous 700 to 850 mb temperatures will continue to promote very
hot and rain free conditions across the region through the short
term period. The humidity remains elevated as well with surface
dew points of around 80 along the coast leading to very oppressive
heat index values. For the Rio Grande Plains, dew points should
mix out into the mid to upper 60s late in the day. A heat advisory
is in effect across the area with an Excessive Heat Warning along
a corridor of our central counties where dewpoints will be
highest. Rinse and repeat tomorrow and have issued an Excessive
Heat Watch for the same areas as the warning today but added La
Salle and McMullen County as heat index values approach 115
degrees tomorrow. Highs in the short-term will range from the
lower 90s along the coast to 108 degrees out west.

The long term brings much of the same through early next week
with the heat dome dominating from Mexico into the state. This
will continue to promote the dangerous heat and its associated
headlines. While the dew points along the coast stay elevated
around 78-80 degrees, inland areas looks to start mixing out more
efficiently and this should help to keep heat indices across
those regions slightly less oppressive than what have seen in
the last day or two. Otherwise, the rain chances will remain
minimal. Winds maintain moderate levels with gusts into the 20
to 30 mph range each afternoon from the south-southeast.

No major change from persistence in regards to the forecast
through Friday morning. VFR conditions will exist through the
evening hours except for MVFR vsbys in haze for LRD/COT early
this afternoon. MVFR ceilings will move into the coastal plains
from 07-09Z Friday and continue until around 14-15Z. VFR
conditions are expected after 15Z with gusty south winds,
although haze could provide MVFR vsbys.

Winds of moderate to strong levels will be expected across the
southern bays and southern open waters this afternoon and evening.
A Small Craft Advisory is in effect for the aforementioned areas
through 9pm this evening. Winds will then decrease to weak to
moderate across all waters late tonight through Thursday morning.
Moderate onshore flow with occasional SCEC conditions are to
persist from Friday through the weekend. At times, moderate to
strong flow will be expected across the southern coastal waters
and bays, which could result in small craft advisories being
issued at times, especially through the afternoon and evening
hours.
