What happened

The episode as NWS RLX wrote it up.

The remnants of Tropical Depression Nicole moved up through southern West Virginia on the evening of November 11th. Simultaneously, a cold front swept through the Ohio Valley and arrived into the state during the afternoon and evening hours, contributing to periods of moderate to heavy rainfall. Rain totals reached two inches in many parts of the state, but dry antecedent conditions allowed for the ground to soak up most of it and limited flooding potential. However, there was an instance of flash flooding within the city of Parkersburg along several intersections.
