.SYNOPSIS...
A strong cold front continues to push south through the area
early this morning. Low pressure tracks northeast across
the Carolinas today. Canadian high pressure builds into the
area through the middle of the week.
&&
.NEAR TERM /THROUGH TONIGHT/...
As of 700 AM EST Monday...
The cold front moved through VA overnight and as of 650 AM was
located in north central NC, extending into the southern tip of
Bertie county. Meanwhile, low pressure has moved into south
central NC and will continue to track NE this morning before
moving offshore this afternoon. This track along with strong CAA
and ample moisture results in a widespread mdt- hvy pcpn event
with a change over to wet snow across most of VA/ern MD and
perhaps briefly across inland portions of northeast NC. Expect a
variety of conditions from heavy rain to locally heavy wet
snow, gusty winds, and perhaps an isolated storm across NE NC.
Temps as of 650 AM ranged from the lower 30s NW with heavy snow
to the upper 40s to mid 50s SE with heavy rain and thunderstorms.
The rain will mix with and change over to wet snow through the
day from NW to SE. There has been evidence of a brief period of
sleet during this transition, but most of the event will be
rain, snow, or a rain/snow mix. Best lift/omega is currently
located across the far SW Piedmont extending SW into western NC
and is expected to lift NE through the morning and into the
early afternoon. Near this strong fgen is where the heaviest
pcpn will fall and where the highest snowfall rates will occur
later this morning. In addition, hints of CSI is possible as
fgen forcing maxes out. Forcing is strong enough that even some
thunder snow will be possible as the system wraps up. However,
the confidence in thundersnow is not yet high enough to reflect
in the forecast. For now, have added a chance of thunder for
S/SE VA and NE NC where heavy rain is expected this morning. SPC
has expanded a marginal risk for severe weather into NE NC with
a sliver of a slight risk overlaping far S Bertie county. This
is for the potential for wind and an isolated tornado.
Uncertainty exists regarding how far north the warm sector gets
with southern Bertie to the southern portion of the Northern
Outer Banks the most likely to destabilize (even then
uncertainty is high). Additional QPF of 0.75 to 1.5 inches will
put a dent in the local drought conditions. As the low pulls
offshore, thicknesses crash towards the coast resulting in some
snow all the way to the coast before ending around sunset/this
evening. Little if any temp rise today except when pcpn
intensity lightens up. Readings hover in the low- mid 30s for
most this afternoon.
The two things limiting snowfall accumulation will be warm sfc
temps (the last time Richmond and Salisbury dropped below
freezing was Dec 23rd and Dec 27th respectively) and very wet
soil/roads. It will take heavy snowfall rates to overcome the
warm ground. Even so, snow will compact and melt from below
through the day since it will take time for the ground temp to
drop below freezing, especially given the aforementioned
saturated soil. With road temps well above freezing, it will
take a while for road temps to cool as well. That being said,
the HREF is indicating very heavy snowfall rates this morning
with rates of 1-2"/hr and even locally 2-3"/hr. The highest
rates are expected to remain NW of RIC between about 12-15z.
However, 1-2" rates will continue to be possible as the
deformation band develops and pivots east through the afternoon.
Have maintained current headlines. A Winter Storm Warnings
remain in effect along and north of a FVX- RIC- SBY line
(accumulations of generally 3-6 with locally higher amounts). A
Winter Weather Advisory remains in effect for about a 2 county
zone farther to the south for 1-3 inches. Could see a minimal
accumulation to the coast, but confidence is low. N winds will
become quite gusty through the afternoon with winds 15-20 mph
with gusts 25-30 mph inland and 20-30 mph with gusts 35-40 mph
near the coast. The strong winds overlap snowfall for some
locations, especially the Middle Peninsula northeast through the
Eastern Shore where occasional blizzard conditions will be
possible with whiteout or near-whiteout conditions. Decided to
hold off on a potential Blizzard Warning given uncertainties
regarding the duration of blizzard conditions. The strongest
winds will be near/along the coast from Norfolk to Elizabeth
City, extending inland to Pasquotank county, NC. Have issued a
Wind Advisory for this area where N winds of 20-30 mph with
gusts to 50 mph are expected.
Clearing conditions behind the snow late this afternoon/this
evening. Cold high pressure moves into the region overnight. The
combination of high pressure overhead, light to calm winds
overnight (inland) and any potential snowpack will result in
very effective radiational cooling with temps quickly plummeting
into the 20s after sunset, bottoming out in the teens for most
of the area (20s for far SE VA/NE NC and along the coast).
Rural, inland locations that receive locally higher snowfall
today may even drop into the upper single digits. Any water or
slush on the roadways will quickly freeze tonight into black
ice.

.SHORT TERM /TUESDAY THROUGH WEDNESDAY NIGHT/...
As of 500 AM EST Monday...
High pressure remains over the region Tues before moving
offshore Wed. The next cold front pushes through Wed night with
high pressure moving in. Only a slight chance for light
showers/rain Wed ahead of the front. Highs in the 30s NW to 40s
SE Tues and in the mid 40s NW to around 60F SE Wed. Lows in the
upper teens to lower 20s inland (where any snowpack may remain)
and lower 30s near the coast Tues night and in the upper 20s NW
to upper 30s SE Wed night.

.LONG TERM /THURSDAY THROUGH SUNDAY/...
As of 605 AM EST Monday...
A shortwave moves through the TN Valley and into the
Appalachians Thurs into Thurs night. This shortwave will likely
allow for the development of an area of low pressure to develop.
However, models are not in good agreement with where the low
forms. The GFS forms the low offshore whereas the Euro/Canadian
form the low along the Appalachians before a secondary coastal
low forms and becomes dominate Thurs night. Depending on which
solution is closer to reality, precip will be possible Thurs
night into early Fri morning. It is too early to tell what the
ptype will be with rain or a rain/snow mix possible. High
pressure moves in behind the system with dry weather expected
Fri and Sat. Another chance for light rain will be possible Sun.
Highs in the lower 40s NW to the mid 50s SE, mid to upper 30s
NW to mid 40s SE Fri and Sat, upper 40s NW to around 60F SE Sun,
and 40s Mon. Lows in the mid 20s NW to lower 30s SE Thurs night,
teens inland and lower to mid 20s along the coast Fri night, 20s
Sat night, and upper 20s NW to upper 30s SE Sun night.

.AVIATION /12Z MONDAY THROUGH FRIDAY/...
As of 635 AM EST Monday...
Deepening low pressure will move ene across NC today pushing
out into the VaCapes this eve. Widespread rain with IFR CIGS
continue through most of the daylight hours today. The rain will
mix with then change to wet snow this morning at RIC/SBY with
the potential for some heavy wet accumulating snow through 18Z.
The cold air will continue to move east and change the rain
over to a brief period of wet snow before ending at ORF/PHF/ECG
arnd 21Z. Added thunder to ECG's forecast over the next few hrs
given current radar trends and SPC's concern for a possible spin-
up tornado. Strong CAA on gusty North winds today btwn 20-40 mph.
Higher gusts are possible across sern Va/ne NC thru 18Z.
The good news is that this systm quikly shifts offshore this eve
with rapid clrg and a return to VFR conditions. The gusty winds
will diminish tonite as well.
OUTLOOK...
VFR conditions Tues through early Wed as high pressure builds
into the area. A few rain showers are possible along the coast
Wed as a trough of low pressure develops.

.MARINE...
Latest Obs reflect increasing NE winds 15 to 25 kt across the waters
this morning. To the south, early morning WV Sat imagery nicely
depicts rapidly deepening complex low pressure from NE GA to the
western Carolinas. Conditions will continue to deteriorate across
the waters this morning,with dangerous conditions across the local
waters today and into tonight. Deepening low to the south slowly
lifts along the coastal Carolinas this morning, pushing NE just
offshore of the VA Capes through the aftn. NNE winds ramp up to 25-
35 kt with gusts to 40-50 kt later this morning, winds back to the
NNW with the deepening low swinging offshore, with gusts of 50-55 kt
possible over the southern coastal waters this aftn. Storm Warnings
are now in effect for all of our Atlantic coastal waters, as well as
the lower Chesapeake Bay south of New Point Comfort. Otherwise, Gale
Warnings remain in effect for the remainder of the waters into this
evening. Waves have been a bit later in building than previously
modeled, but should still quickly build to 4-6 ft by sunrise,
building to 5 to 8 ft by this aftn. Seas building to 8-14 feet by
late this aftn and evening. Winds slowly ramp back down below
Storm/Gale thresholds this evening, with SCAs likely to be needed
for Mon night into Tue with ongoing cold air advection.
Sub-SCA conditions are then expected late Tue into Thu, though
seas will likely take into later Tue or Wed morning to subside
below 5 ft over southern waters. Another cold front approaches
by late week, with another round of SCA likely to be needed
Friday into Saturday.

.TIDES/COASTAL FLOODING...
As of 345 AM EST Monday...
A combination of higher astronomical tides and deepening sfc low
pressure will bring the potential for minor to moderate coastal
flooding, over the middle and lower Ches Bay, coastal NE NC, and the
lower Eastern Shore, starting with the high tide cycle later this
morning. Issued CF Warning south of New Point Comfort (including
Northampton VA on the eastern shore and the NE NC N OBX). A Coastal
Flood Advy is now in place over the middle Peninsula and Lancaster
county, VA over to Accomack, VA and the MD Beaches (OCMD area).
Extended the Coastal Flood Warning over the N OBX through tonight's
high tide cycle, but for the most part, with winds tapering down
later today and especially tonight, have not gone into this
evening's high tide cycle just yet. However, expect additional
headlines may be needed later for tonight's tide cycle at least over
the lower Bay. We will be re-evaluating that later this morning.
Have also issued High Surf Advisories for Northampton VA south to
the N OBX for rough surf and seas building to 7 to 10 ft in the surf
zone, resulting in at least minor beach and dune erosion.

Richmond set a record high temperature Sunday.
Salisbury set a new record high and record high minimum
temperature for Sunday.

...An area of strong thunderstorms will impact portions of Camden,
Pasquotank, Perquimans, eastern Bertie, southeastern Hertford,
Currituck and Chowan Counties through 915 AM EST...
At 828 AM EST, Doppler radar was tracking a strong thunderstorm near
Scuppernong, or 14 miles south of Hertford, moving northeast at 45
mph.
HAZARD...Winds up to 40 mph. Heavy downpours with rainfall amounts
between one to two inches.
SOURCE...Radar indicated.
IMPACT...Gusty winds could knock down tree limbs and blow around
unsecured objects.
Locations impacted include...
Currituck, Elizabeth City, Camden, Hertford, Winfall, Elizabeth City
State University, Grandy, Ryland, Weeksville, Colerain, Chapanoke,
Cape Colony, Tyner, Snug Harbor, Nixonton, Point Harbor, Shiloh,
Belvidere, Rockyhock and Indiantown.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
If outdoors, consider seeking shelter inside a building.
Strong wind gusts are possible with these storms. These wind gusts
are capable of knocking down tree limbs, small or weakened trees, and
blowing around trash cans, potted plants, lawn furniture, and other
light outdoor objects.
Heavy rainfall is also occurring with these storms and may lead to
localized flooding. Do not drive your vehicle through flooded
roadways.
