.SYNOPSIS...
Tropical Storm Earl is located at 20.0 North, 65.2 West, which is
120 miles northeast of San Juan, Puerto Rico. This system will
continue to pull moisture over the area as it pulls away, which
will result in continuing active weather conditions over the
region. Flooding is already a concern and will increasingly be one
over the days that follow.
Stronger winds remain a concern for northeastern portions of the
local offshore Atlantic waters, but conditions are gradually
improving there. Still, hazardous marine conditions are expected
into tonight. High Surf conditions are expected into this evening
for northern beaches of Puerto Rico. High risk of rip currents
continues through tonight.

.SHORT TERM...Tonight through Tuesday...
Tropical Storm Earl is to the northeast of the region, with feeder
bands that extend over the islands. This is expected to continue
as the storm pulls away to the north/northwest. Moisture will
continue to be dragged up over the area from the south through at
least Tuesday. This will result in continuing wet conditions over
the region, with active weather through the afternoons. During the
nights and mornings, enhanced passing shower activity is
anticipated over the waters, with a few pushing onshore in
windward portions of the islands from time to time. Moderate to
locally heavy rain is possible. The general flow over the region
will remain southerly to southwesterly through the period. As
such, the areas most affected by rain during the nights and
mornings will be southern Puerto Rico and the eastern islands. The
peak in afternoon convection will be northern/northeastern and
interior Puerto Rico.

.LONG TERM...Wednesday through Sunday...From Prev Discussion...
As Tropical Storm (or perhaps a hurricane by this time) Earl keeps
moving northward, the wind flow across the islands will remain from
the south. This will continue to pull moisture from the south,
increasing the chances of showers and thunderstorms over the area.
The showers are expected to stream from the Caribbean waters into
the southern municipalities of Puerto Rico and the U.S. Virgin
Islands through the day. In the afternoon, local effects may also
aid in the formation of convection impacting the Cordillera Central
and northern Puerto Rico, including the San Juan metro area. So far,
the GFS has this flow prevailing through Friday. Due to this
continuous moisture flux, and the previous rainfall amounts, the
risk for urban and small stream flooding, isolated flash flooding,
mudslides and rapid river rises are expected to persist. Then, by
the end of the week and through the weekend, a more seasonal flow,
out of the east late Friday and from the east during the weekend, is
expected to return. Precipitable water values are expected to remain
enhanced, however, hence this wet wetter pattern is expected to
keep going into the upcoming weekend.
Aside from the rain, this southerly flow and high humidities will
favor heat indices around 102 to 110 degrees each day, especially
before the shower activity begins or places which will not receive
so much rain.

SHRA/TSRA band extends from Ponce to Ceiba, then to St. John and
beyond. Brief MVFR is possible for TIST/TJPS. Cannot rule out brief
MVFR for TJSJ/TISX as moisture continues to be pulled up over the
area by TS Earl; this potential continues next 24 hours. Winds SW to
S at around 5 to 10 knots. Stronger winds will occur near SHRA/TSRA,
and even stronger gusts. Gusts to 25 plus knots possible near
rainbands.

Winds are beginning to diminish for the northeastern portions of the
local offshore Atlantic waters as Tropical Storm Earl pulls away
from the area. Still, seas of up to 7 to 8 feet are expected for the
Atlantic waters - both offshore and the nearshore waters of northern
Puerto Rico - into tonight. Gradual improvement will continue. For
the rest of the waters, seas will be generally 5 feet or less,
especially for the sheltered Caribbean waters. Outside of the
offshore Atlantic, winds of 10 to 20 knots are expected, generally
out of the south to southwest.
There is a high risk of rip currents for northern beaches of Puerto
Rico through tonight, and through tomorrow for northwestern Puerto
Rico.

Lightning struck a jetski in Cayo Matias, just south of Salinas. There were two fatalities and a third person was taken to a hospital. A marine weather statement due to thunderstorms was in effect for nearby waters.
As the offices recorded each death: direct deaths were caused by the weather itself, indirect ones by something it set in motion.
