The episode as NWS BUF wrote it up.
Surface low pressure over southeast Ohio tracked northeast into western New York. Large scale ascent from an approaching shortwave trough with an upper level dual jet structure overhead aided in deepening the surface low. The low was tracking quickly as it transitioned to a larger coastal storm. Warm air advection ahead of the low led to a mix of snow, sleet, and freezing rain across western New York. The corridor of sleet and freezing rain reached as far north as the Niagara Frontier and Lower Genesee Valley. As the surface low moved into central New York, any sleet or freezing rain transitioned to snow. Another area of snow across Michigan moved into western New York behind the first round, however additional accumulations from this were inconsequential. The heaviest snow totals were in the North Country and include 7.1 inches in Natural Bridge, 8.8 inches in Mexico, and 8 inches in Lowville.
The local office's own words before the first event, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.
NWS Buffalo, NY wrote its last area forecast discussion before the first event at Feb 25, 12:45 AM EST, 15 minutes earlier.
