What happened

The episode as NWS CLE wrote it up.

Northwesterly mean low-level flow was accompanied by an unusually-cold air mass over Lake Erie during the morning of the 2nd. Despite marginal lake-induced instability, a couple of non-mesocyclonic waterspouts occurred. Radar and satellite data indicated these waterspouts accompanied a deeper lake-effect cumuliform cloud band that developed along a distinct low-level convergence and horizontal wind shear zone over the lake.
