The remnants of Tropical Storm Fred affected the mid-Atlantic region on the night of August 18 into the predawn hours of August 19. In addition to heavy rain and areas of flooding, Fred's remnants brought a threat for severe weather. As the center of the system moved from central Pennsylvania into the Finger Lakes region of New York, it became increasingly frontal in nature. A warm sector air mass overspread the eastern mid-Atlantic. Instability was limited due to the overnight timing. However, strong shear and forcing combined with tropical moisture allowed for widespread convection to occur as Fred's remnants moved through. Several instances of damaging wind and a couple of tornadoes occurred in the region during the overnight hours, before the system departed on the morning of the 19th.

.SYNOPSIS...
The remnants of Tropical Storm Fred will pass northwest of the
region through tonight then move into southern New England by
Thursday. A broad and slow moving upper trough will remain in place
across the region through the weekend. Meanwhile, tropical cyclone
Henri is expected to pass just offshore of the Mid-Atlantic region
and potential impact southern New England Sunday into Monday. A cold
front may approach the region next week.

.NEAR TERM /THROUGH THURSDAY/...
**Tornado Watch remains in effect for the western portions of
the CWA until 8 PM**
As of 6 PM, initial band of convection continues to move across
portions of southeastern PA southward into the MD Eastern Shore
and into Delaware. This convection has been struggling somewhat so
far with up and down cores, however there is a more robust
convective line in the Harrisburg area that is moving eastward.
This line looks to be the main one to watch for our area, as it
is associated with the main vorticity maximum with the remnants
of Fred and there is also an increased low-level jet associated
with it. An enhanced area of SRH is also along and ahead of this
line. We will maintain the Tornado Watch and Flash Flood Watch
as is for now. Storms are moving although they will produce
enhanced hourly rainfall rates, however the flash flood threat
may be more localized.
Otherwise, Fred's remnants tracks east-northeastward along the
Pennsylvania-New York border tonight, then quickly exits to the
north and east, with clearing quickly moving in Thursday
morning before additional scattered showers or thunderstorms
develop into the afternoon.
SBCAPE values approach 2000 J/kg in far southeastern Pennsylvania.
With 0-3km shear values from 25 to 30 knots and 0-3 km helicity
values nearing 250 m2/s2, the atmosphere is prime for a few brief
tornadoes. Some severe threat may exist deeper into the night
and east of the current watch, and this will be closely monitored.
The flash flood risk is reduced some from what was seen the
past couple of days. Areas of greatest concern in the Flash
Flood Watch are closer to the track of the low into central
Pennsylvania, namely the Lehigh Valley and southern Poconos for
our CWA. With precipitable water values from 2 to 2.3 inches,
any downpour will likely be an efficient rain producer. A
general 1-2 inches with isolated 3 inch amounts in this area are
possible, especially across the Poconos.
High temperatures Thursday look to be in the mid 80s across
Pennsylvania and northwestern New Jersey and closer to 90 across the
urban corridor and points south and east. It will remain rather
humid as well.

.SHORT TERM /THURSDAY NIGHT THROUGH SATURDAY/...
Broad upper troughing will remain in place through Saturday in the
wake of Fred's remnants. Without a notable frontal boundary pushing
through in Fred's wake, the warm and humid airmass will remain in
place across the region. As such, diurnal convection chances will
remain both Friday and especially Saturday as enhanced low-level
moisture begins streaming in from the southeast. Have kept mention
of likely PoPs for Saturday across much of the interior areas where
upslope flow is more likely to aid in convective initiation. Surface
convergence could also be realized and maximized near the coast as
well. With lack of any substantial mid-level flow, the severe threat
with any thunderstorms should remain limited Friday and Saturday.
However, PWat values will remain high (on the order of 1.7"-2.0")
each day, thus any widespread or persistent convection could yield a
localized flash flooding threat, especially Saturday.
By late Saturday, tropical cyclone Henri (forecast to be a Category
1 strength Hurricane by NHC) will be making an approach to the
southern New England coast. Details on this system can by found in
the Long Term portion of this discussion.
Expect high temperatures during this period around normal in the mid
80s with lows slightly above normal in the upper 60s to around 70
degrees. Skies will remain mostly cloudy through the period. Light
westerly winds Friday will become southeasterly around 5-10 mph.

.LONG TERM /SATURDAY NIGHT THROUGH WEDNESDAY/...
The broad and weak upper troughing will persist through the weekend
as mid-level ridging builds across Quebec Saturday into Sunday. At
the surface, high pressure will be in place across the Canadian
Maritimes, Bermuda, and the central CONUS. This pattern (especially
Quebec ridging/Canadian Maritimes high pressure) will put the breaks
on any notable northward motion of tropical cyclone Henri is making
across the western Atlantic late Saturday into Sunday and send it in
a slow westerly drift toward the center of the upper troughing/weak
closed low centered across the upper Mid-Atlantic interior.
Therefore, I suspect we'll see a westerly trend in the forecast
track of Henri for this period potentially bringing it precariously
close to the southern New England or Long Island coasts Sunday
and/or Monday. In any case, Henri does appear to stay away from our
immediate coasts, however its proximity to our forecast area will
play a key role in how much precipitation/convection we get Sunday
and Monday. Have maintained chance to low-end likely PoPs for the
Sunday and Monday periods. Expect near to slightly above normal
temperatures with a north or westerly wind around 5-10 mph, stronger
near the coasts.
Predictability becomes quite low Tuesday and Wednesday. A weak front
may approach from the north as high pressure builds across the Great
Lakes. Have maintained a blend of guidance for this period including
slightly above normal temperatures and slight chance PoPs.

.AVIATION /22Z WEDNESDAY THROUGH MONDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.
Tonight...VFR ceilings lower to MVFR, with areas of IFR
occurring overnight. Showers and a few thunderstorms will be
most widespread west and north of PHL, with RDG and ABE having
the lowest restrictions associated with them. Some showers,
perhaps a thunderstorm, will impact the ILG to PHL/PNE areas
this evening and overnight, with less confidence farther to the
south and east. Southeast winds diminishing to 10 knots or less
and shifting to the southwest. Low confidence regarding the
timing details.
Thursday...MVFR/IFR ceilings early improve to VFR. A shower or
thunderstorm cannot be ruled out with brief MVFR conditions
possible. Southwest winds of 5-10 knots, becoming west or west
northwest 10-15 knots. Moderate confidence.
Outlook...
Thursday night through Friday...Restrictions probable in the
overnight period in low stratus and/or fog. Gradually becoming VFR
during the daytime with scattered showers and thunderstorms
possible. Winds west to northwesterly 5 kts or less. Low confidence
on timing and spacial distribution of overnight restrictions and
showers and thunderstorms.
Saturday through Monday...Prevailing VFR, but scattered showers and
thunderstorms are forecast, especially during the daytime hours.
Winds southeasterly around 5 kts Saturday. Winds will become north
to northwesterly around 5-10 kts Sunday and Monday. Some patchy fog

Rip Currents...
Long period southeasterly swells associated with distant Tropical
Cyclone Henri are forecast to build through the weekend,
significantly elevating the rip current risk through at least Monday.
For Thursday, we are expecting a MODERATE risk for the development
of dangerous rip currents for the New Jersey beaches and a LOW risk
for the Delaware beaches.
For Friday, there is a HIGH risk for the development of dangerous
rip currents for the Cape May County and Atlantic County beaches,
where confidence is currently the greatest, although this may need
to be expanded to other areas in a later update. A MODERATE risk
is currently forecast elsewhere.

Two utility poles were snapped along Route 986. It is possible, but unable to be confirmed, that this could have been a very brief, weak tornado. Time estimated from radar.
There were several downed trees and wires in Heidelberg and South Heidelberg Twps. Time estimated from radar.
The tornado touched down along Fisher Dam Road about 800 feet north |of the intersection with Berne Road. Numerous hardwood tree trunks |were snapped on the western side of the road with a convergent debris|pattern. A corn field on the east side of the road in the same |location was damaged with stalks of corn felled in a convergent |pattern. Further north on Fisher Dam Road, hardwood tree damage was |noted, but it was more sporadic.
Additional damage was noted about a half-mile north of the |intersection of Berne Road and Hill Drive, including numerous trees |snapped on the east side of Berne Road. A little farther north, about|450 feet south of the intersection with Ash Road, a utility pole was|snapped, and hardwood trees were snapped both on the western side |and the eastern side of the road with convergent debris patterns |noted.
There was damage on Ash Road, including a roof that was removed from|a porch and the roof damage extended into the main roof of the |house. The roof was deposited to the east, while at the same time, a |flagpole from the roof supports was tossed to the north. There was |also numerous snapped hardwood trees in this area. Further east on |Ash Road, another house had a large, healthy tree snapped. Tree |damage was also noted on properties on the north side of Ash Road.
Further north of Ash Road, some damage occurred at the Village of |Pleasant Hills Mobile Home community, including hardwood trees |snapped and some cars were damaged by the fallen trees. Some skirting|along the base of a mobile home was mostly torn off. The damage |appeared to become more sporadic and then ended.

There were multiple reports of hail up to penny size in the area. While unremarkable on its own, this was considered highly unusual and surprising, as hail is rarely observed with tropical cyclone remnants.

A line of thunderstorms moved across Montgomery and Bucks Counties |early on the morning of August 19th as the remnants of Tropical Storm|Fred moved across central Pennsylvania. As a velocity couplet formed across Montgomery County, a tornado |formed roughly a mile and a half south of Souderton, PA around |12:25 AM EDT, where it brought down a tree branch and tore siding |off of a residence on Garrison Lane. From there, the tornado |appears to have lifted briefly before bringing down a few small |trees and branches along Township Line Road, near County Line Rd at Bethlehem Pike. The tornado then moved into Bucks County, where its path continued.
After crossing into Bucks County, the tornado then |brought down several trees and branches in the Hidden Springs |mobile home community. Here, several trees were brought down on |homes and across roadways while also leading to minor damage to |the roofs and siding of several residences in the community. The |tornado then proceeded northeastward into Hilltown Township in |Bucks County as it brought down numerous trees in a trajectory |towards Silverdale. Several trees along this line were also |brought down. A metal roof was even torn off of a garage along |Green Street in Silverdale. Several large branches were then |brought down, damaging a roof to a farmhouse along Souderton Road.|The tornado continued its path northeast, bringing down small |trees and snapping the tops of several pine trees at residences |along Woodlawn Drive and Blue School Road. Lastly, the tornado |began to lift as it neared the opposite end of Hilltown Township, |but not before it ripped a section of roofing off an auto repair |shop along North Dublin Pike at the intersection of Blue School |Road.
