What happened

The episode as NWS MTR wrote it up.

An atmospheric river with an associated cold front moved through the region from February 12th to the 15th bringing widespread flooding and debris flows. Multiple mainstem rivers flooded prompting evacuations from local officials. Strong wind gusts caused downed trees, power outages, and structural damage. Additionally, a tree fell on a car causing one fatality and one serious injury on Highway 17 while another downed tree caused a serious multi-car traffic accident that resulted in another fatality as well as major injuries. The areas peaks received upwards of 10 inches of rainfall and widespread wind gusts of 50 to 60 mph were observed. Mount Saint Helena recorded wind gusts of 80 mph.

.SYNOPSIS...Rain will develop in the North Bay by this evening
and then will spread over the entire Bay Area and Central Coast
overnight. Periods of heavy rain and strong winds will continue
Wednesday leading to flooding concerns across the region. Another
surge of moisture is expected to arrive late Wednesday night into
early Thursday morning before precipitation changes back to
showers and tapers off. Cool and showery weather continues into
the weekend.

.DISCUSSION...as of 9:15 PM PST Tuesday...An active weather
pattern is gradually rolling out before our eyes as the first
signs of the much anticipated Atmospheric River approaches. Light
rain moving in across the Bay Area ahead of an approaching low
pressure system is lighting up the Radar this evening. Latest
observations from the Oak Ridge RAWS located at 1890 ft, over far
northern Sonoma county show 0.33" has fallen over the last 3 hour
while further south over Santa Rosa 0.07" has accumulated over
the last couple of hours. Several report of a trace to as much as
0.02" has been reported from San Francisco down to the Monterey
Bay region. Rainfall is forecast to gradually ramp up overnight as
the main plume of moisture slams into Northern and Central
California coast tonight.

Models are in fairly good agreement with the trajectory of the
storm system. However, subtle differences remain with respect to
where the bulk of the precip will take aim. The 00z run of the GFS
appears to target the North Bay with upward of 6"-9" over the
next 36 hours while areas south of San Francisco see
significantly less rain. The Euro on the other hand more evenly
distributes the precip with an initial slug of moisture aimed
toward the North Bay with 5"-7" of rain anticipated followed
quickly by a second slug of moisture over the Central Coast from
the Santa Cruz Mountains south to the Santa Lucia Range.
Precipitable water values are in excess of 1.5" immediately off
the coast with an abundance of moisture further offshore that is
possibly headed our way. It should be noted valley locations will
see lower totals however they will see a respectable 3"-4" in the
North Bay Valleys while inland valleys see slightly less around
1"-2".

Needless to say the region is in for a wild ride tonight and
Wednesday with periods of moderate to heavy rain and winds from
this powerful storm. Along with excessive rainfall the region
should anticipated strong and gusty southerly winds sustained in
the 25 to 35 mph range with gusts to 60 to 70 mph over elevated
terrain and through coastal gaps and canyons. High Wind Warnings
and Winds Advisories remain in effect from 10 pm tonight through
10 AM Thursday morning. Anticipated numerous downed trees and
powerlines leading to power outages and problem during commute
hours through Thursday morning.

Excessive wind and rain on top of already saturated soils will
lead to significant hydrologic issues across the forecast area as
well. A Flash Flood Watch will go into effect at 10 pm tonight
and will continue till Thursday morning. The affected area which
will be closely monitored and watches will be upgraded to warnings
or advisories as need for possible flooding along the mainstem
rivers as well as small creeks and streams. The Russian River at
Guerneville, Napa River near St. Helena , Napa River near Napa and
the Carmel River at Robles Del Rio are all anticipated to reach
Monitor stage or Minor Flood stage and will be monitored closely
through the night and Wednesday. Resident in these areas are urged
to prepare and remain vigilant.

Unsettled wet weather will continue through the end of the week
and into the weekend.

.AVIATION...As of 4:00 PM PST Tuesday...Quiet through the
afternoon with widespread mid to high level clouds. Precip will
initially develop over KSTS after 02Z then spread into the SFO Bay
Area. Initially rain will be light except orographics will allow
moderate to locally heavy rain in the North Bay. Heaviest rain
expected in the SFO Bay Area between 12Z and 18Z before becoming
showery with short breaks.

Winds at 925 mb will increase to over 40 kt after 06Z tonight
which will cause wind shear over most terminals. Surface winds
becoming very gusty after 06Z and continuing through Thursday
morning with highest 25 to 35 kt.

Vicinity of KSFO...Cigs remain high enough for VFR. Cloud bases
lowering to 4000-5000 ft after 06Z lowering to near 3000 ft after
12Z. Southeast winds increasing to during the night with strongest
winds 20-25 kt gusting 30-35 kt early Thursday. Wind shear will
be a factor after 06Z with 40-45 kt winds at 2500 feet. AWW may be
needed for occasional gusts to 35kt.

SFO Bridge Approach...Similar to SFO.

Monterey Bay Terminals...VFR through late tonight. Precip
reaching the MRY Bay Area 06-07Z but rain shadowing will keep it
light and showery. Southeasterly winds will increase overnight
with the strongest winds down the Salinas Valley. Gusts of 35 kt
by midnight increasing to 40-45 kt Thursday morning. Increasing
winds aloft will create LLWS concerns at KMRY.

.MARINE...as of 8:46 PM PST Tuesday...A strong storm system will
bring very powerful winds to the coastal waters and bays tonight
through Thursday. Widespread gale force winds and gusts are
expected to last through Thursday with occasional storm force
gusts to 55 kt. Strong winds will generate steep wind waves
creating hazardous conditions over open waters and along the
coast. A series of northwest swells will continue to impact the
waters through the forecast period. Mariners are urged to use
caution through Thursday.
