.SYNOPSIS...
A major winter storm Wednesday into early Thursday will bring heavy
wet snow and the potential for power outages across interior
southern New England. Mainly heavy rain and strong winds will occur
along and southeast of the Boston to Providence corridor with the
potential for some renewed river/stream flooding. Seasonable weather
is then expected later Thursday into the weekend with just some
scattered rain and snow showers mainly on Friday.

.NEAR TERM /UNTIL 6 AM WEDNESDAY MORNING/...

1030 PM Update...

Trends in the forecast generally remain on track for this
evening. Convergence zone at 700 mb has resulted in additional
lift over NYC and unto upstate NY. This precip will move into
the region over the next few hours as either snow or rain,
depending on surface temperatures. Mostly likely snow as temps
continue to fall before freezing. Otherwise are main system is
south of the region impacting the Mid-Atlantic.

Will continue to dive into the 00z guidance but the cooler
trend of the NAM is something to note.

Previous Discussion...

Skies were cloudy this evening across eastern MA as a result of
low level northeast flow.  Scattered light snow showers and
flurries will also be possible along the eastern MA
coast this evening given decent 850 mb/SST differential.
However...little if any accums anticipated this evening.

Across the rest of the region...skies will gradually become
cloudy tonight ahead of our big storm. Some of the guidance
shows a brief burst of 700 mb frontogenesis/moisture between 8z
and 14z with a lead shortwave. Not sure what to make of
it...but any precipitation that occurs would mainly be snow
based on thermal profiles. Will have to watch for some slippery
roads for a part of the morning commute...especially in the high
terrain where temps are colder. Would not expect more than a coating
to 1 inch...but that could be enough for some slippery travel. Low
temps mainly in the upper 20s to the lower 30s.

.SHORT TERM /6 AM WEDNESDAY MORNING THROUGH THURSDAY/...
Highlights...

* Major snowstorm distant interior with power outages expected
* Rain/Snow line setting up a bit west of the I-95 corridor where
  greatest uncertainty in snowfall amounts
* Damaging wind gusts across east coastal MA and Cape/Islands
* Renewed river flooding is possible across southeast MA

Overview....

Complex pattern setting up as lead shortwave/mid level low moves to
mid Atlc coast Wed while second wave digs south through the Great
Lakes. How these systems interact and separation between these waves
will play a significant role in storm track and where rain/snow line
and heavy snowfall axis sets up. 12z guidance has trended a bit west
with milder air advancing more inland. GFS remains on the western
edge of the track envelope and warmest solution. NAM track is
similar but thermal profile is colder. ECMWF/UKMET/RGEM from ACK to
the outer Cape. The ECMWF ensembles also show quite a bit of spread
this close to the event with track variance from ACK to the
benchmark which makes a huge difference in outcomes. We leaned
toward a compromise track over the outer Cape and blended the
NAM/ECMWF with GFS for thermal profile as we can't discount a warmer
solution if westward trend continues. The main point is even at 24-
36 hours in the model world, there is still uncertainty as a subtle
shift in the track will impact the rain/snow line and make a
significant difference in snowfall impact. Models could still make
another slight shift to the west or even jog back east.

Precip type and Snowfall...

Given a slightly more west track closer  to the coast, it will be
very difficult to maintain snow for an extended period south and
east of the I-95 corridor with strong low level easterly winds off
warmer SST and no antecedent cold air in place. Dynamic cooling will
help to change precip to a period of snow south and east of I-95 as
heavier precip moves in during the afternoon, but will not be able
to sustain snow very long so snow accum were trended down quite a
bit in this region.

Expect rain-snow line to advance beyond the I-95 corridor and may
briefly get to the I-495 belt into NE CT Wed night before moving
back east. It is this region where snow accum forecast is most
uncertain due to presence of the rain-snow line nearby and
uncertainty where exactly this sets up. Highest confidence of all
snow will be north and west of HFD-ORH-LWM with heaviest accum
across interior MA west of I495 and north of the Mass Pike which
remains north and west of the mid level low track.

Very strong forcing in the dendritic growth zone combined with steep
mid level rates exceeding 7 C/km suggests very heavy snowfall rates
of 2-3 inches/hour and possible thundersnow. Timing of heaviest
snowfall in the interior will be late afternoon into the first half
of Wed night. The Wed evening commute will be significantly impacted
in the interior. Track of mid level low across SE MA will result in
a dry slot moving north across the region overnight, with best
chance of deep moisture and deformation band snow persisting through
the night across interior north and NW MA. This deep moisture and
colder air may collapse back toward NE MA late Wed night which could
result in rain near I-95 and BOS area changing back to snow but
confidence is low.

For accumulations, we have max snowfall of 12-18 inches across
interior northern MA with locally higher amounts over the Berks and
far northern Worcester county. Amounts decreasing to 6-12 inches
from LWM to NW RI into northern CT, 3-6 inches near and just west of
I95 where our lowest confidence is, 1-3 inches PVD to BOS and less
than an inch southeast MA. However, these amounts are not a lock and
may still need to shifted in one direction or another depending on
where the rain-snow line sets up.

Thursday...

As mid level low lifts NE into the Gulf of Maine, additional snow
may wrap around across northern MA with minor additional accum
possible.

Snow Impacts...

Our greatest concern is for scattered to numerous power outages
where significant snow accumulates in the interior. This will be a
high density wet snow for a large portion of the area and coupled
with strong winds eastern interior will lead to downed tree limbs
and power lines especially just north and west of the rain-snow
line. Snow density should be a bit lighter over far northern and
western MA.

Strong Winds...

GEFS ensembles continue to indicate a 3-4SD low level jet lifting
north across the region. NAM and hi-res guidance are strongest with
low level jet 60-70 kts eastern MA and adjacent waters with
GFS/ECMWF showing 50-60 kt. Given strong pressure falls and decent
mixing in the low levels, a lot of this has the potential to mix
down. We used a blend which indicates potential for 50-60 mph gusts
across the Cape/Islands, Cape Ann and SE coastal MA, with 40-50 mph
across eastern MA and RI coast. High wind warnings and advisories
were issued for potential for scattered power outages and tree
damage.

Details...

Thursday night and Friday...

Although our coastal storm will have pulled away from the
region...vigorous upper level energy will be hanging back.  This
will likely result in scattered rain/snow showers...particularly
during the day Friday. Given surface temps above freezing
though probably will not have any significant impacts on the
roadways...but a coating of snow would be possible on grassy
surfaces.

The Weekend...

Mainly dry/quiet weather this weekend with northwest flow aloft.
Seasonably temperatures anticipated with lows mainly in the 20s to
around 30 with highs generally in the lower to middle 40s.

Monday and Tuesday...

Low confidence forecast. We will be watching shortwave energy and
surface low pressure moving off the southeast or Carolina coast.
Most of the deterministic guidance keeps this system suppressed as
strong northern stream energy dives southward into New England.
There are a few ensemble members further north...which will
depending on timing of shortwave energy/strength and their
interactions. 6 to 7 days out in the future so way too early to
say much more at this time. Seasonable temperatures likely.

.AVIATION /03Z WEDNESDAY THROUGH SUNDAY/...
Forecaster Confidence Levels...

Low - less than 30 percent.
Moderate - 30 to 60 percent.
High - greater than 60 percent.

Short Term /through Thursday/...Moderate confidence.

Tonight...
Conditions lower from mainly VFR to MVFR from west to east.
May see a brief period of mainly snow sweep across the region between
8z and 14z ahead of the main event that could lower conditions to
IFR.

Wednesday into Wednesday night...
Winter storm. MVFR-IFR dominant. Lowest conditions along the
coast, however, with any SN/+SN expect IFR with CIGs down to
VV002. RA/SN line roughly BED to PVD, terminals surrounding
waffling in mixed precip-types while W of the line dominant SN.
E winds increasing, strongest towards evening persisting into
daybreak, highest winds along the coast 15 to 25 kts sustained
with gusts up to 50 kts, especially ocean-exposed terminals.
Prolonged winds Northeast MA.

Thursday...
Storm pulling away. Becoming SCT-BKN with low-end VFR CIGs at best,
but mainly MVFR-IFR. Winds turning NW, lessening, generally around
10 kts with gusts dropping off towards 15 to 20 kts. Strongest winds
during the AM push. VSBYs improving with SCT SHSN persisting, highest
confidence N/W.

KBOS Terminal...Forecast -SN into the AM push but not expecting
much in the way of impact, lowering to low-end VFR / MVFR mix.
Bulk of lower conditions towards midday. Precip-type tricky at
the terminal. Leaning presently more RA than SN.

KBDL Terminal...Expect -SN into the AM push to drop conditions
during the AM push to MVFR and perhaps IFR. Accumulations on
runways possible albeit expected to be light. The more moderate
to heavy snow expected towards noon with IFR persisting.

Outlook /Thursday Night through Sunday/...

Thursday Night: Mainly VFR, with local MVFR possible.

Friday: Mainly low end VFR to MVFR. Breezy. Chance SHSN.

Friday Night: VFR.

Saturday: Mainly VFR.

Saturday Night and Sunday: Mainly VFR.

**Another Dangerous Storm For Mariners With 20+ Foot Seas And 45
 to 50 Knot Wind Gusts Late Wed Into Early Thu**

Swell around 10 feet was still lingering across Mass Bay late
this afternoon and believe that swell will not subside much
more before the next storm. The winds have diminished, however,
and should not be a factor through tonight.

A coastal storm center will move to near Nantucket Wednesday
evening and into the western Gulf of Maine Thursday morning.
Easterly storm force wind gusts are expected for several hours
late Wednesday afternoon and Wednesday night across the southern
New England coastal waters. The low level jet generating these
winds appears to be fairly progressive through our coastal
waters and then possibly of longer duration across the northern
and northwest Gulf of Maine Thursday morning. With a swell near
10 feet already in place, storm force gusts from the E or ENE
will likely quickly generate seas to around 20 feet. Off of Cape
Ann, seas may build to 20 to 25 feet late Wednesday night with a
somewhat longer NE fetch than expected over the rest of the
coastal waters. We have opted to subside the seas more slowly
than the wave model guidance based on our experience with these
types of systems.

Outlook /Thursday Night through Sunday/...

Thursday Night: Small Craft Advisory winds with gusts up to 30
kt. Rough seas up to 12 ft. Slight chance of snow showers.

Friday: Low risk for Small Craft Advisory winds with gusts up
to 25 kt. Areas of rough seas. Chance of snow showers, chance
of rain showers. Local visibility 1 to 3 nm.

Friday Night: Moderate risk for Small Craft Advisory winds with
gusts up to 30 kt. Areas of rough seas.

Saturday: Moderate risk for Small Craft Advisory winds with
gusts up to 30 kt. Local rough seas. Slight chance of rain
showers.

Saturday Night: Moderate risk for Small Craft Advisory winds
with areas of gusts up to 30 kt. Seas up to 5 ft.

Sunday: Winds less than 25 kt. Areas of seas approaching 5 ft.

.HYDROLOGY...
A flood watch has been issued for Rhode Island and Southeast MA
Wednesday afternoon into Thursday. The guidance suggests that a
quick 1 to 2 inches of heavy rainfall is anticipated within a 6
hour period Wednesday afternoon and evening. This may result in
some renewed river and stream flooding given the very high river
levels in place. In addition...while the heavy rain will be
short-lived it looks to coincide with the Wednesday evening
rush hour. This may result in some urban and poor drainage
street flooding issues.

We should mention that it is possible that the rain changes to a
period of snow...especially across the hills of northwest RI.
However...latest data suggests the majority of what falls will
be heavy rain and result in the potential for some renewed river
and stream flooding.

.TIDES/COASTAL FLOODING...
Coastal Flood Warning is now in effect for the northeast
Massachusetts coast from Salisbury to Cape Ann, and a Coastal
Flood Advisory is now in effect for portions of the coastline
south of Boston. The warning and advisory cover the Thursday
early morning high tide, the only high tide cycle of real
concern for the upcoming storm.

For the Thursday early morning high tide, the greatest focus
remains on the Massachusetts northeast coast from the New
Hampshire border to Cape Ann where a NE low level jet of 60+
knots passing through 1 to 3 hours before the high tide may
produce a surge of 2.5 to 3 feet and large waves of 20 to 25
feet close to shore. There is still a lingering swell and surge
of 1.5 to 2 feet already in place from the last event, which has
increased the vulnerability of coastline. Minor to moderate
impacts of coastal flooding and beach erosion are likely along
this reach of the shoreline. Erosion is a particular concern for
the Plum Island area for this upcoming storm, since we expect
high surf along the shoreline during the high tide.

For the rest of the Massachusetts ocean exposed east coast, we
anticipate high enough water levels and wave action to induce
minor coastal flooding and some erosion. Relatively low
astronomical high tide cycles for this time period will mitigate
what might otherwise be a more significant impact. On the other
hand, vulnerabilities from the prior storm may have increased
the potential for impact for a few locations along the
Massachusetts east coast. There may also be spots where the
water has yet to fully drain from the coastal flooding produced
by the last storm. That water may not be able to drain until
after this next storm. The Coastal Flood Advisory covers the
reach of coastline from Hull to Plymouth, the ocean side of Cape
Cod from Wellfleet to Chatham including Eastham and Orleans as
well as the north and northeast facing shorelines of Cape Cod
and Nantucket. Moderate erosion is possible along this stretch
of coastline due to high surf breaking on shore during the time
of the Thursday early morning high tide.
