Very dry conditions existed across much of the region from early October through much of November. The Boone COOP (Cooperative Observer) in Watauga County measured only 0.40 from October 10 through November 27. The weekly U.S. Drought Monitor introduced D2 or Severe Drought on the November 17 issuance (valid November 15). A late month rainfall event brought substantial rain November 28-30 but did not change the depicted drought conditions.

The town of Boone enacted Stage 2 water restrictions and a burn ban on November 17th due to the dry conditions. The town uses the South Fork of the New River for water supply and stages were very low due to the dry conditions.
