A persistent upper low over the Tennessee Valley helped to maintain strong easterly winds into the region, along with bouts of moderate to heavy rainfall totaling one to three inches over north central North Carolina and the Foothills. These totals occurred soon after very heavy rain concluded the month of September across a similar location. With a saturated soil, wind gusts of only 25 to 35 mph were enough to bring a large number of trees down across parts of this region.
